Manager, Workforce Productivity & Governance
Job Description
Job Purpose
The Manager, Workforce Productivity & Governance will assist Deputy Director, Strategic Human Resource & Partnerships in driving workforce productivity, manpower governance, business performance, strategic initiatives and regulatory reporting initiatives across SMRT Trains.
The role is responsible for overseeing organisational performance monitoring, productivity performance monitoring, coordinating workforce and productivity-related submissions, managing manpower governance frameworks, and supporting engagement with regulatory agencies. The Manager will work closely with Business Units, HR and corporate stakeholders to ensure workforce resources are effectively governed, productivity objectives are achieved, and regulatory requirements are met.
The Manager, is also responsible for overseeing the department’s strategic human resource planning and supporting the effective administration of office operations, HR matters, and financial management. The role ensures that departmental resources are managed efficiently, policies are followed, and operational support is provided to enable smooth day-to-day and long-term planning.
Responsibilities
• Develop and maintain workforce productivity frameworks, develop KPIs and dashboards to analyse productivity, utilisation, operational across Trains.
• Support the identification and implementation of workforce optimisation opportunities through process improvements, digitalisation and automation initiatives.
• Coordinate productivity reviews and performance reporting for management.
• Lead the preparation, consolidation and submission of workforce and productivity-related reports to regulatory agencies.
• Ensure the accuracy, consistency and integrity of workforce, productivity and operational data used for reporting purposes.
• Coordinate responses to regulatory queries, audits and information requests.
• Maintain governance processes and documentation supporting regulatory submissions.
• Support the development and implementation of business plans and strategic initiatives, manpower governance frameworks and policies.
• Monitor organisational performance indicators and provide insights to support management decision-making.
• Review and analyse workforce-related performance indicators and recommend improvements where necessary.
• Facilitate governance reviews relating to workforce productivity and manpower utilisation.
• Conduct analysis on business performance, productivity, workforce utilisation and operational effectiveness.
• Develop management reports, dashboards and presentations to support strategic decision-making.
• Provide insights and recommendations to improve workforce effectiveness and organisational performance.
• Support annual business planning exercises involving budgeting, resource and productivity considerations.
• Collaborate with HR, Finance, Business Units and corporate stakeholders to align workforce and productivity initiatives.
• Serve as the secretariat and coordination lead for workforce and productivity-related management meetings, committees and working groups.
• Support engagement with external stakeholders and regulatory agencies on workforce and productivity matters.
Qualifications & Work Experience
• Bachelor's degree in Human Resource Management, Business Administration, Economics, or a related field.
• Minimum 4 years of experience in in corporate planning, business planning, workforce planning, organisational development, business performance management, productivity management, governance, strategy or related functions.
• Experience in developing strategic planning, organisational transformation, workforce optimisation or business performance initiatives.
• Experience in analysing business, operational or organisational issues and providing recommendations to support management decision-making.
• Experience in preparing management papers, strategic reviews, board papers, policy proposals and presentations for senior management.
• Familiarity with governance frameworks, performance management systems, productivity measurement, regulatory reporting or organisational planning processes
• Proficiency in data analysis, performance reporting and the use of analytical tools to derive insights and support business decisions.
• Experience in managing cross-functional projects and working with diverse stakeholders across business and corporate functions.
• Ability to work as part of a team and contribute to a positive work culture.
Skills
• Good understanding of corporate planning principles, organisational transformation, manpower governance frameworks and organisational design concepts.
• Ability to evaluate workforce requirements, workforce risks and productivity opportunities from an enterprise-wide perspective.
