Job Description

[What the role is]

As Senior Manager/Manager for IHL Engagement, you will support HPB’s mission to build a healthier Singapore by shaping youth health behaviours across 14 Institutes of Higher Learning (IHLs) and key government stakeholders, focusing on youths aged 17–25 years.

The role will design, implement and manage youth health promotion strategies and partnerships through the Healthy Campus Initiative and broader health-promoting campus framework, strengthening campus ecosystems, empowering student advocates and sustaining healthy behaviours as youths transit into the community, workplace, further education, etc.

[What you will be working on]

Health Promotion Strategies Design and Implementation

  • Support the strategic oversight of youth health promotion strategies across all IHLs, with a focus on strengthening health-promoting campus ecosystems and sustaining healthy behaviours during key youth transition points.

  • Conceptualise, research, and evaluate IHL strategies to ensure evidence-based programme development.

  • Lead the development and execution of innovative youth-led health initiatives.

  • Drive and champion youth advocacy initiatives in both IHLs and the community.

  • Develop and implement youth advocacy approaches that empower students as peer leaders, co-creators and champions of health-promoting behaviours.

  • Translate student insights and ground feedback into practical programme enhancements and engagement strategies.

  • Establish and sustain robust peer support networks and leadership pipelines.

  • Direct resource allocation and strategic operational planning across multiple institutions

  • Ensure programme excellence through effective project governance, stakeholder alignment, and optimal budget utilisation across diverse IHL environments.

Stakeholder Engagement & Partnership Management

  • Forge and cultivate strategic partnerships with IHLs and key government stakeholders to advance health promotion objectives.

  • Lead and orchestrate cross-functional matrix working groups with IHL partners for collaborative programme delivery.

  • Drive seamless coordination across internal HPB teams and inter-agency government stakeholders for integrated health initiatives.

  • Champion and oversee comprehensive ground initiatives and strategic outreach efforts.

  • Manage key IHL partner and related accounts, including regular engagement, needs sensing, issue resolution and alignment of joint workplans.

  • Build trusted working relationships with IHL management, student development teams, faculty, student groups and relevant external partners.

  • Support cross-sector collaboration with government agencies, community partners and youth organisations to strengthen the reach and relevance of IHL health promotion efforts.

  • Actively contribute to and influence whole-of-government youth engagement Communities of Practice for policy and initiative alignment, by sharing ground insights, operational learning and emerging opportunities from the IHL sector.

Project Management & Quality Assurance

  • Drive end-to-end project governance including timeline management, milestone tracking, and deliverable quality assurance.

  • Innovate and implement creative solutions to complex challenges across diverse IHL environments.

  • Champion service excellence through continuous improvement frameworks and best practice implementation

  • Lead comprehensive risk management including assessment, mitigation strategies, and contingency planning.

  • Establish and monitor robust performance metrics and evaluation frameworks to ensure initiative effectiveness and impact measurement.

  • Work with IHL partners to capture and analyse participation, engagement and outcome data to inform planning, improvement and impact assessment.

Collaboration & Knowledge Sharing

  • Establish capability building efforts by developing practical tools, learning resources and good practices for internal teams and partners.

  • Oversee smooth day-to-day coordination and execution across workstreams, working closely with internal and external stakeholders.

  • Drive knowledge exchange, alignment and continuous improvement across teams to strengthen programme delivery.

  • Build capability among IHL partners and student leaders by sharing practical tools, facilitating knowledge exchange and strengthening ownership of health-promoting campus practices.

[What we are looking for]

  • Background in Public Health, Business Administration, Social Sciences, Community Engagement or a related field would be advantageous.

  • Possess exposure to youth engagement, health promotion, public service, education, community development or related fields would be advantageous. Fresh graduates with strong interest, learning agility and relevant internship or project experience may also be considered.

  • Experience or interest in stakeholder engagement, partnership development, programme delivery, strategic planning, policy, research, evaluation or youth advocacy would be useful.

  • Comfortable engaging and working with multiple stakeholders across government, education and institutional settings.

  • Good strategic thinking, project management, analytical, reporting and execution skills, with a willingness to learn and grow in the role.

  • Good communication, negotiation and relationship management skills, with the ability to manage issues constructively.

  • Ability to translate youth, partner and programme insights into clear recommendations and implementation improvements.

  • Results-oriented, organised, adaptable and comfortable working with ambiguity.

Successful candidates will be offered a 2-year contract in the first instance.
