We’re looking for a Manager, Cloud Services to play a key role in our cloud journey, helping lead the shift from on-premise infrastructure to a modern, scalable cloud environment.

What You’ll Do

  • Lead day-to-day cloud platform operations, ensuring performance, availability, and security
  • Execute the cloud migration roadmap, partnering with architecture and security teams
  • Drive DevOps practices including infrastructure-as-code, automation, and standardization
  • Implement and manage cloud cost optimization (FinOps) and usage transparency
  • Establish strong service ownership, SLAs, and operational processes

What You Bring

  • Experience leading teams in cloud infrastructure, platform engineering, or IT operations
  • Hands-on experience with enterprise cloud platforms (Azure, AWS, or GCP)
  • Experience supporting or executing cloud migrations
  • Strong understanding of cloud operations, monitoring, and incident management
  • Experience with automation and Infrastructure as Code (IaC)
  • A passion for continuous improvement, problem-solving, and team development

Position Description

The Manager, Cloud Services is responsible for the day‑to‑day leadership, engineering, operations, and continuous improvement of enterprise cloud infrastructure services. This role translates the Cloud and Infrastructure strategy into executable plans and reliable services, ensuring cloud platforms are secure, scalable, cost‑effective, and operationally mature.

This role leads cloud engineers and platform resources, partners closely with cybersecurity, architecture, and application teams, and ensures that cloud foundations and migrated workloads are fully operationalized with appropriate governance, automation, financial controls, and service management disciplines.

The Manager, Cloud Services is critical to delivering the company’s cloud migration roadmap, enabling DevOps and FinOps practices, and ensuring cloud services meet the reliability and compliance expectations of a regulated utility environment.

Responsibilities       

Cloud Platform Operations & Service Ownership

  • Own the operational health, availability, performance, and security of enterprise cloud platforms.
  • Establish and manage cloud service ownership, runbooks, SLAs/OLAs, reliability targets, and operational metrics.
  • Ensure cloud services are fully operationalized, including monitoring, patching, backup, disaster recovery, lifecycle management, and incident response.
  • Lead root cause analysis and continuous improvement initiatives to reduce incidents, MTTR, and operational risk.

Cloud Migration Execution

  • Execute cloud migration initiatives aligned to the enterprise cloud migration roadmap.
  • Partner with architecture and security teams to implement standardized cloud landing zones, network connectivity, identity integration, and environment segregation.
  • Lead engineering teams in executing approved migration patterns (rehost, re‑platform, refactor, retire) and maintaining migration tooling and runbooks.
  • Ensure migrated workloads meet operational, security, and compliance standards before and after cutover.

DevOps Enablement

  • Enable and operate core cloud DevOps capabilities, including:
    • Infrastructure‑as‑Code (IaC)
    • Environment standardization
    • Deployment and configuration automation
  • Partner with application and platform teams to improve deployment consistency, reliability, and speed.
  • Balance automation with governance to support both agility and compliance requirements.

FinOps & Cloud Cost Management

  • Implement and operate FinOps practices at the service level, including:
    • Cloud resource tagging and cost allocation standards
    • Budget tracking, forecasting, and variance analysis
    • Rightsizing and consumption optimization
  • Provide cost transparency and actionable insights to application owners and IT leadership.
  • Identify and deliver cloud cost optimization opportunities without compromising reliability or security.

Security & Compliance Enablement

  • Partner with cybersecurity teams to implement and operate secure cloud configurations, controls, and monitoring capabilities.
  • Ensure cloud services comply with regulatory, audit, and internal control requirements applicable to a utility environment.
  • Support security automation and tooling initiatives that improve risk reduction and operational efficiency.

Team Leadership & Talent Development

  • Lead, coach, and develop a team of cloud engineers and platform resources.
  • Set clear goals, expectations, and performance standards aligned to IT and cloud strategy.
  • Support hiring, onboarding, skill development, and career progression for cloud team members.
  • Foster a culture of operational excellence, automation, accountability, and continuous improvement.

Vendor & Stakeholder Management

  • Manage relationships with cloud service providers and strategic vendors to ensure service quality and cost effectiveness.
  • Coordinate with internal stakeholders across infrastructure, applications, cybersecurity, and business units.
  • Contribute input to vendor performance reviews, contract management, and renewal decisions.

Management Responsibilities

  • Ensure that the Company’s management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
  • Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
  • Ensure that the Performance Management program is administered uniformly and effectively.
  • Comply with and administer the terms and conditions of the Collective Bargaining Agreement when applicable.
  • Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel.  Participates in hiring, termination, promoting, assignment and direction of staff.  Ensure compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluate and recommend appropriate resolution to employee complaints.
  • Promotes and participates in the professional development, personal growth and career planning of staff.  Motivate, recognize and reward, coach, counsel, train; provide feedback to employees during performance reviews.   Participates in Leadership Development programs.
  • Addresses disciplinary and/or performance issues, according to company policy, and communicates effectively with employees regarding corrective action. Has input into the adjustment of grievances and administration of discipline.
  • Plans day-to-day operations, estimates personnel needs and schedules and assigns work.  Evaluate the structure and team plan for continual improvement of the efficiency and effectiveness of the group.

Knowledge, Skills & Abilities

(Equivalent combination of education and experience will be considered.)

Minimum Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field (or equivalent experience).
  • 3-5 years of experience in cloud infrastructure, platform engineering, or infrastructure operations.
  • 5+ years of experience leading technical teams or service ownership functions.
  • Hands‑on experience operating cloud platforms in a production enterprise environment.
  • Strong knowledge of cloud operations, monitoring, backup, disaster recovery, and incident management.
  • Experience working within ITSM frameworks and service delivery models.

Preferred Qualifications

  • Experience in utilities, energy, or other regulated / critical infrastructure environments.
  • Experience executing large‑scale cloud migrations.
  • Practical experience with Infrastructure‑as‑Code and automation tooling.
  • Experience implementing or operating FinOps or cloud cost governance practices.
  • Relevant certifications preferred: Cloud platform certifications, ITIL, FinOps Certified Practitioner.
