In this role, you’ll lead weekly bid openings, review project requirements, evaluate contractor submissions and help move contracts smoothly from start to finish. We are filling one permanent position and one limited duration position. The limited duration appointment is expected to end on or before 6/30/2027. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.
Most of this work may be conducted at a hybrid remote alternate worksite with full access to the needed operating systems and technology. However, work will be required to be performed at the Salem office building at a minimum of one day per week or more, depending on business needs. Initial training will require a minimum of 3-5 days in office.

A day in the life:
Review solicitation, project specifications and addenda.
Create reports and documents for posting on the website and distribution to the contracting community, including posting bid data.
Coordinate and facilitate weekly public bid openings.
Understand and apply state and federal laws, rules, regulations and specifications for highway construction contracts. Research applicable law, rule, regulation, specification or case history to recommend acceptance or rejection of bids.
Review and evaluate bid proposals.
Analyze construction engineering budgets.
Prepare and submit award or rejection recommendations.
Coordinate requests for anticipated items and other technical questions or reviews.
Prepare award letter and appropriate instructions to send with contracts to prime contractor.
Prepare contract signature pages, performance and payment bond pages.
Review signed contract and insurance, and bond information for accuracy and project specification compliance.
Issue Notice to Proceed to contractors to begin work and notify field personnel. Distribute copies of signed contract to contractors and ODOT project managers.
Analyze and approve annual prequalification applications from prime contractors.
Work in an office environment with hybrid work options available – in office a minimum of one day each week. Initial training during trial service may require more in office days for depending on business needs.
Home office permanent work location is Salem, Oregon. Travel to and from permanent work location is not paid time, mileage and per diem is not reimbursed.

The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6.95%.

Minimum qualifications:
Three (3) years’ paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support
OR
A bachelor’s degree will substitute for the experience.
Note: A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.

Experience in procurement or related field such as general business, accounting, contracts, purchasing or project administration support.
Strong experience with communication, organization, and data entry, and technology such as Microsoft Word, Excel, Outlook, PowerPoint and Teams.
