Description
This is an entry-level opportunity with training provided. Candidates with previous permitting, utility, telecom, transportation, or infrastructure experience are encouraged to apply.
What are the core responsibilities for the role?
- Research and interpret municipal, state, federal, railroad, canal, and waterway regulations applicable to telecom and utility infrastructure projects
- Prepare, submit, and track permit applications for fiber optic networks, small cell deployments, conduit systems, and related telecom infrastructure
- Coordinate with local jurisdictions, Departments of Transportation (DOTs), utility companies, railroad agencies, and other permitting authorities to obtain approvals and maintain compliance
- Respond to Requests for Information (RFIs), revision comments, and agency feedback in a timely and professional manner
- Participate in planning, coordination, and pre-construction meetings as needed
- Monitor permit status and proactively track timelines to support engineering and construction schedules
- Identify permitting risks early and escalate issues to prevent project delays
- Support project schedules, budgets, and deliverables by tracking permitting milestones and dependencies
- Serve as a liaison between engineering teams, field operations, contractors, and permitting agencies to resolve compliance and scheduling issues efficiently
- Maintain accurate, organized, and audit-ready records of all permitting activities, approvals, and correspondence
- Manage incoming and outgoing project documentation from internal teams and external stakeholders
- Support the preparation of complete, high-quality, and compliant permit submittals
- Maintain strong document management practices to ensure records are accessible, current, and accurate
- Review and interpret engineering plan sets, as-builts, and technical specifications to support permit applications
- Collaborate closely with engineering teams to verify designs meet jurisdictional requirements
- Support telecom infrastructure design efforts, including fiber routing and conduit pathway coordination where applicable
- Utilize design and mapping tools to review, interpret, and adjust plan sets as needed
- Permit applications submitted accurately and efficiently with minimal revisions
- Clear, organized documentation that supports compliance and audit readiness
- Effective coordination between internal teams and external agencies
- Proactive communication that prevents permitting-related construction delays
- Reliable management of permitting schedules, milestones, and project deliverables
- Training in telecom permitting processes and regulatory requirements
- Exposure to broadband infrastructure deployment and fiber network design

Qualifications, Skills, and Competencies:
- 0–3 years of experience in permitting, telecommunications, utilities, construction, engineering support, or a related field OR relevant internship/educational experience
- Ability to read and interpret technical documents, engineering and construction plan sets
- Strong organizational skills with excellent attention to detail and accuracy
- Strong written and verbal communication skills
- Ability to manage multiple projects, priorities, and deadlines in a fast-paced environment
- Working knowledge of Microsoft Office Suite
- Preferred experience coordinating with municipalities, DOTs, utility providers, railroads, or regulatory agencies
- Preferred Exposure to broadband, fiber optic, telecom, or utility infrastructure projects
- Familiarity with permitting systems, construction documentation, or utility coordination processes
- Preferred Experience with design and GIS tools such as AutoCAD (Civil 3D), MicroStation, Google Earth, or Esri products
- Preferred understanding telecom permitting workflows and construction documentation processes
- Proactive problem-solving skills with the ability to identify challenges early and develop practical solutions
- Strong recordkeeping and documentation discipline
- Ability to work independently while also collaborating effectively within a team environment
- Adaptability and willingness to learn new systems, tools, and processes
- Commitment to delivering high-quality work that supports project success and keeps construction on schedule
- Strong interpersonal skills with the ability to interface professionally with engineers, clients, contractors, and public agencies
