[What the role is]
The ISEAS – Yusof Ishak Institute is a leading research centre dedicated to the study of socio-political, security and economic trends and developments in Southeast Asia and its wider geostrategic and economic environment. Application are invited for:Assistant Manager/Manager, Finance Ops & Business Partners (2-Year Contract)
The officer will be primarily in charge of payroll the general ledger, events payments, scholarships and management of stakeholders.
[What you will be working on]
Job Responsibilities:
Payroll
Oversee monthly and ad-hoc payroll processing of the permanent and contract staff of the Institute
Oversee the processing of half-year and year-end bonuses, and performance bonuses
Ensure changes to payroll details, such as promotions, merit increments, salary adjustments and other terms of service, are correctly reflected in the payroll system
Oversee the monthly submission of CPF returns
Liaise with Vital to ensure processing is completed within the stated timelines
Events Payments and Reporting
Manage honorarium payments to ISEAS events speakers and discussants
Manage Non-Resident Professional tax reporting for overseas speakers, discussants and Visiting Fellows who are physically present in Singapore
Report on the expenditures for Konrad Adenauer Stiftung (KAS) funding and claim reimbursement from KAS at calendar year-end
Scholarships
Manage the financial aspects of scholarships granted by ISEAS
Prepare and seek approval for scholarship budgets
Perform checks on scholarship claims and prepare reimbursement to scholars
Stakeholder Management
Liaise with internal and external auditors, VITAL, funding agencies, and other stakeholders on audit and finance matters.
Coordinate with outsourced service providers to support day-to-day finance operations.
Staff Claims
Oversee the processing of staff claims to ensure compliance, especially overseas travel claims
General
Assist with ad-hoc finance and administrative tasks as assigned, including banking duties on a rotational basis.
[What we are looking for]
Requirements:
Tertiary education in Accounting, Finance or Business studies
Preferably 3 years of experience of accounting experience
Meticulous and detail-oriented, with good organizational skills
A team player who is open-minded, collaborative and independent
