Job ID 2026-20276 Main Purpose of the Job As the Data Governance Director at AXA Philippines, you will lead the strategic development and execution of our data governance framework, ensuring that AXA’s data assets are accurate, secure, and compliant with industry regulations
You will play a critical role in fostering a data-driven culture, enabling better risk assessment, underwriting, claims management, and customer insights through high-quality data management practices
Key Accountabilities Strategic Data Governance Leadership: Establish and promote AXA’s data governance policies, standards, and best practices aligned with insurance industry regulations and AXA’s strategic objectives
Define clear roles and
for data ownership, stewardship, and accountability across all business units
Regulatory Compliance & Risk Management: Ensure adherence to all relevant data privacy regulations (e.g., DPA, GDPR, EU AI Act, local data protection laws) and industry standards
Collaborate with legal, compliance, and risk teams to embed data governance in AXA’s risk management framework
Data Quality & Integrity: Implement processes for ongoing data quality measurement, monitoring, and improvement, particularly for underwriting, claims processing, and customer data
Promote consistency in data definitions, classifications, and metadata across all insurance products and services
Data Privacy & Security: Oversee data privacy protocols and ensure sensitive customer and policyholder data is protected
Lead initiatives to minimize data-related risks and support AXA’s commitment to data security
Stakeholder Engagement & Collaboration: Work closely with business leaders, actuaries, underwriters, IT, and data teams to align data governance initiatives with business needs
Foster a data literacy culture, emphasizing the importance of data quality and compliance
Data Architecture & Metadata Management: Oversee the development and maintenance of data catalogs, lineage, and metadata repositories
Drive standardization of data models and definitions to support analytics, actuarial modeling, and regulatory reporting
Training & Change Management: Lead training programs to improve understanding and adoption of data governance practices across AXA’s global operations
Promote a culture of accountability and continuous improvement in data management
Performance Measurement & Reporting: Define KPIs to assess data governance maturity, compliance levels, and data quality improvements
Provide regular reports to executive leadership and regulatory bodies on data governance progress
Innovation & Industry Best Practices: Stay informed on evolving insurance regulations, data management technologies, and industry best practices
Lead initiatives to leverage emerging data governance tools and methodologies for competitive advantage
Key Stakeholders Internal Stakeholders Executive Leadership & Board Chief Data Officer (CDO) / Chief Technology and Transformation Officer (CTTO): Overall oversight of data strategy and governance
CEO and Senior Executives: To align data governance initiatives with corporate strategy and risk appetite
Regulatory & Compliance Officers: Ensuring adherence to legal and regulatory
(e.g., DPA, GDPR, EU AI Act, local insurance regulations)
Business Units Underwriting & Actuarial Teams: Data quality for risk assessment, pricing, and reserving
Claims Department: Data integrity for claims processing, fraud detection, and reserve calculations
Sales & Customer Service: Data accuracy for customer onboarding, policy management, and service delivery
Product Development: Reliable data for creating new insurance products and innovations
Data & Analytics Teams Data Governance & Data Management Teams: Collaborate on data policies, standards, and metadata management
Data Scientists & Business Analysts: Ensure data quality and consistency for analytics and reporting
IT & Data Infrastructure Teams: Implementing tools, security, and technical standards for data management
Legal & Regulatory Affairs Ensure compliance with industry standards and data privacy regulations
Support in audits, reporting, and data privacy impact assessments
Risk Management & Actuarial Functions Use of high-quality data for risk modeling, pricing, and reserving
Collaborate on data quality standards specific to risk assessment
Compliance & Internal Audit Conduct audits to verify adherence to data policies
Provide assurance and recommendations for improvement
External Stakeholders Regulators & Authorities Data privacy regulators (e.g., NPC)
Insurance regulators overseeing data compliance and reporting standards
Technology & Data Vendors Providers of data governance tools (e.g., Collibra, Informatica, Databricks)
External consultants or partners supporting data governance initiatives
Customers & Policyholders Indirect stakeholders, as data governance impacts data privacy, security, and trust
Industry Associations & Standards Bodies Collaborate on best practices, standards, and industry-wide initiatives
Experience &
Education: Bachelor’s degree in Information Management, Data Science, Business Administration, Law, or related field
Master’s degree or relevant certifications (e.g., DAMA CDMP, Certified Data Privacy Solutions Engineer, CIPP) preferred
Experience: 10+ years in data management, data governance, or related roles within the insurance industry
Proven experience implementing data governance frameworks in large, regulated organizations
Deep understanding of insurance processes, regulatory landscape, and risk management
Skills: Expertise in insurance data domains such as underwriting, claims, policies, and customer data
Strong knowledge of GDPR, data privacy laws, and industry-specific compliance
Familiarity with data governance tools (e.g., Collibra, Informatica, Alation, Databricks)
Excellent stakeholder management and communication skills, able to influence at all levels
