Job Description

Basic Purpose

Positions in this job family are assigned responsibilities for planning, coordinating, and directing overall activities related to the construction, renovation, maintenance, and repair of state-owned or state leased buildings, facilities, grounds, and equipment. In this role, they will manage and supervise construction/maintenance technicians and licensed trades specialists and/or others or may oversee contracted crews, workers, and other individuals hired that perform work on both new construction/renovation and the upkeep of existing state properties. In addition to the assigned administrator responsibilities, incumbents may perform work related to the required construction/renovation and/or upkeep of the assigned area.

Typical Functions

  • Conducts inspections of buildings, premises, and equipment; determines requirements for maintenance, construction, or renovation projects; makes estimates of costs for labor and materials; inspects work in progress and upon completion for code compliance.
  • Manages supervisory or contracted staff; develops and implements budget; develops and implements policy and procedures; ensures compliance with laws, rules, and regulations; prepares routine and special reports.
  • Evaluates bids on projects; prepares specifications for standard and specialized equipment, supplies and vehicles.
  • Prepares cost estimates on future capital improvement projects; reviews plans and construction documents.
  • Plans, supervises, and directs the movement and operation throughout the state of heavy construction equipment.
  • Schedules work crews; reports or confirms time and attendance of crews. In some cases, may perform work as needed and required.
  • Completes reports of equipment operations, of installation and maintenance work performed and of materials, supplies and equipment used.

Level Descriptor

At this level employees are assigned administrator responsibilities involving general maintenance work and the completion of various activities related to heating and air conditioning, plumbing repairs, electrical work, general repair and upkeep, custodial services and similar requirements of multiple buildings and/or in an agency’s defined geographical area. The work required may be achieved by incumbent preforming the work or through contracted employees.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of the building trades; state contracting and purchasing laws and rules, of the construction, maintenance, and repair of buildings, grounds, or utility systems, such as heating or steam generating, refrigeration, sewage, water treatment or electrical power generating and distribution; and of building codes.

Ability is required to analyze maintenance needs; to set priorities for crews of workers; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with others.

Education and Experience

Education and Experience requirements at this level consist of five years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including two years of supervising contractors in one of the fields listed above; or an equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience.

Special Requirements

Applicants must be willing and able to perform all job-related travel normally associated with the position.

Some positions may require possession of a valid Oklahoma driver’s license.
