
Senior Strategic Planning and Real Property Workforce Subject Matter Expert
Job Description
The Senior Strategic Planning and Real Property Workforce Subject Matter Expert provides strategic planning, workforce management, organizational alignment, and resource planning support to Commander, Navy Installations Command (CNIC). The position supports the execution of workforce transformation initiatives, organizational realignment efforts, and long-range resource planning activities across the Navy shore installation enterprise, with a particular focus on the CNIC Real Property community.
The SME serves as a trusted advisor to Government leadership, providing analysis, recommendations, and implementation support related to workforce planning, staffing models, organizational design, process improvement, strategic communications, performance management, and resource optimization. The position works across multiple echelons and functional areas to ensure workforce readiness, continuity of operations, and alignment with evolving mission requirements.
The successful candidate will leverage extensive experience in Navy facilities, infrastructure planning, real property management, and organizational transformation to develop workforce and resource models, facilitate stakeholder engagement, support policy and governance activities, and assist leadership in making data-driven decisions.
Key Responsibilities
• Conduct workforce analyses to identify staffing requirements, workforce gaps, organizational risks, and opportunities for improved workforce readiness and sustainment.
• Develop and maintain workforce planning models that align staffing requirements with mission priorities, operational demands, and funding constraints.
• Support Program Objective Memorandum (POM) planning activities, including data collection, validation, analysis, and alignment of priorities with resource requirements.
• Develop program models incorporating historical trends, workload drivers, resource requirements, risks, and future-state scenarios.
• Analyze organizational structures and recommend workforce classifications, position alignments, and organizational improvements.
• Develop and update workforce documentation, roles and responsibilities, governance artifacts, standard operating procedures, and organizational guidance.
• Support workforce realignment initiatives and organizational transition activities across CNIC echelons and departments.
• Develop strategic communications products, executive briefings, playbooks, memoranda, taskers, implementation plans, and stakeholder engagement materials.
• Support development of performance metrics, dashboards, and reporting mechanisms that provide leadership visibility into workforce and organizational performance.
• Provide subject matter expertise related to Navy shore infrastructure planning, facilities planning, master planning, and real property portfolio management.
• Analyze business processes and recommend process improvements that enhance organizational effectiveness and mission execution.
• Support the integration of personnel, functions, and responsibilities across organizations undergoing transformation or restructuring.
• Facilitate meetings, workshops, working groups, and stakeholder engagements to achieve consensus and advance strategic initiatives.
