About the role
We are currently looking for a O&M Specialist is responsible for independently monitoring and evaluating the operation and maintenance performance of the Dhaka Elevated Expressway to ensure compliance with concession requirements, operational standards, and safety obligations. The position supports the Independent Engineer in maintaining efficient expressway operations, safeguarding asset performance, and facilitating effective contract administration throughout the O&M phase.
Key Responsibilities:
- Review O&M work plans, maintenance schedules, and implementation programs prepared by the Concessionaire.
- Review the O&M Manual, operating procedures, maintenance methodologies, and emergency response plans.
- Verify compliance of O&M plans and procedures with concession requirements, technical standards, and operational objectives.
- Review the performance of O&M activities related to operation and maintenance of equipment and facilities. Assess service traffic operations, safety facilities, operational procedures, and incident management systems.
- Review operation of toll plazas and toll fee collection systems to ensure efficiency and accuracy.
- Conduct Periodic Inspections, Operational Reviews, and Traffic Audits
- Identify delinquent, delayed, or non-compliant O&M activities undertaken by the Concessionaire. Recommend and monitor corrective and remedial measures.
- Support actions required to undertake delinquent O&M activities where necessary, in accordance with contractual provisions.
About You:
B.Sc. in Civil Engineering or an equivalent degree;
Minimum 15 years professional experience; Proven experience in reviewing O&M plans, manuals, and performance of infrastructure systems.
- Hands-on experience in monitoring traffic operations, toll systems, and road safety facilities.
- Experience in conducting inspections, audits, and preparing technical reports.
- Familiarity with PPP project frameworks and contract management, including dispute resolution and compliance enforcement.
