Job Description

Position Summary The Manager, Regulatory Finance (Texas) is responsible for supporting financial planning, forecasting, analysis, and rate filings while integrating regulatory considerations specific to the Texas utility environment. This role sits within the Finance organization and partners closely with Accounting, FP A, and the Texas regulatory team. The position focuses on financial modeling, forecasting, analysis, and rate case support, leveraging knowledge of Texas utility regulation (PUCT) to support accurate financial planning, rate case support, and strategic decision-making. This role focuses on the Accounting and Finance support to the regulatory filings, financial insights, modeling, and planning, rather than owning regulatory filings. Responsibility for regulatory filings remains with the Regulatory team, although this role will partner closely with them to ensure alignment and accuracy. Key Responsibilities Regulatory Finance Rate Case Support Accountable for financial components of rate cases and regulatory filings, including development of revenue requirements, financial schedules, and supporting analysis Partner with the Regulatory team to ensure financial data is accurate and aligned, while maintaining ownership within Finance for modeling and financial inputs Assist in responding to regulatory data requests and preparation of supporting materials for proceedings Analyze financial impacts of rate case outcomes and regulatory decisions Financial Analysis Modeling Perform financial modeling related to capital investments, infrastructure planning, and regulatory recovery mechanisms Evaluate the financial impact of regulatory mechanisms (e.g., surcharges, riders, rate adjustments) Support analysis related to financing, capital structure, and cross-functional initiatives Provide insights to support business decisions and financial strategy in partnership with the internal FP A team, Chief Accounting Officer, and other relevant stakeholders; ensure alignment between actual results, forecasts, and financial plans Incorporate regulatory assumptions (rate recovery, capital investment, ROE) into financial models Compliance Regulatory Alignment Support tracking and monitoring of compliance with Texas regulatory orders and requirements Monitor PUCT activity and assist in assessing potential financial impacts Ensure financial data and reporting aligns with regulatory frameworks and approved rate structures Cross-Functional Collaboration Act as a liaison between Finance and the Texas Regulatory team, ensuring effective communication and alignment Collaborate with Operations, Engineering, and other departments to gather data and support financial analysis Contribute to process improvements in financial modeling, forecasting, and regulatory support workflows Additional responsibilities or projects as assigned. Minimum Qualifications Bachelor’s degree in Finance, Accounting, or related field 8+ years of experience in finance, accounting, or financial planning Required: Experience with Texas utility regulation (PUCT), including exposure to rate cases, filings, or regulatory financial modeling Experience in a regulated utility environment required. Required Knowledge, Skills Abilities: Solid understanding of utility financial concepts (rate base, cost of service, ROE) Knowledge of Texas regulatory frameworks and financial implications Strong financial modeling and analytical skills Ability to interpret regulatory requirements and translate into financial outputs Effective communication skills and ability to work cross-functionally Strong attention to detail and ability to manage multiple priorities
