Job Description
Position Overview: This role plans, supervises, and reviews the day-to-day work of crews, maintenance workers, heavy equipment operators, and contractors performing varied water distribution system repair, maintenance, and construction work. Strong leadership, technical expertise, communications, and analytical skills are key in driving operational excellence and ensuring the delivery of key water distribution services throughout the region. Key Responsibilities: The incumbent is distinguished by his/her direct supervisory responsibility for the day-to-day activities of multiple crews performing a wide variety of construction and maintenance activities at multiple job locations. Plans, assigns, supervises, reviews, and evaluates the work of crews or contract employees performing water main-related construction and maintenance activities, and repair or maintenance of other varied water system infrastructure and properties. Works closely with Operations staff regarding the scheduling of needed work and coordination of crews; inspects field projects to ascertain potential problems, determine the most effective approach, and ensure conformance with work orders, plans, and specifications; instructs assigned staff in work methods and procedures. Develops schedules and work standards. Develops and reviews standard operating procedures in the areas of general administration, distribution system operation and preventative maintenance. Works with outside contractors and uses internal resources to accomplish tasks. Collaborates effectively with other workgroups throughout the organization. Provides support for Planning, Engineering, and Construction on large capital improvement projects. Reviews reports, records, and design drawings for accuracy and seeks opportunities for continuous improvement. Prepares daily and monthly reports, budgeting forms, and other written assignments. Performs data analysis and general administrative duties. Conducts hiring interviews, observes staff performance, and prepares written performance reviews. Interacts with customers and responds to inquiries regarding water service, system operation, and water quality. Takes corrective actions to resolve deficiencies and provides excellent customer service. Evaluates current practices related to distribution system operation and water quality and makes improvements to increase levels of service. Coordinates directly or indirectly with local city, state, and federal agencies to meet regulations and maintain compliance. Utilizes new technologies to improve workflows and/or resolve problems. Completes department-oriented goals and objectives annually. Responsible for responding 24/7 to distribution emergencies and collaborates with lead on necessary materials. Adheres to learning, following and ensuring compliance with all company safety rules. This includes rules and regulations in the Company Safety Manual, MUTCD, OSHA regulations and other state, federal, or governing body’s rules and regulations. Performs other duties as required or assigned. Qualifications: Associates or Bachelor's degree and/or 7+ years of relevant professional experience with progressively increased levels of responsibility. Valid Driver’s License with acceptable Motor Vehicle Record. Holds valid Class A CDL. Holds valid Water Distribution Class B License or must be able to attain this license within a reasonable amount of time and show demonstrated progress toward licensure. Holds relevant certifications required for the team’s need or directed by management. Experience leading and directing the work of teams and employees engaged in construction and maintenance activities of water main distribution or similar underground utility infrastructure. Experience in operation of transmission and distribution infrastructure, water system inspection, field investigation, or construction of pipeline projects and assets. Knowledge of the regulated water business within the region and the regulations and trends impacting the business. Knowledge of safety practices in the installation and maintenance of underground distribution infrastructure. Knowledge of principles, practices, methods, equipment, tools, and materials involved in the installation and maintenance of potable water transmission and distribution infrastructure. Knowledge of water quality samplings processes and procedures. Ability to interpret distribution, and engineering drawings. Skills in resourcefulness, initiative, and independent judgement, particularly during emergencies. Ability to organize and prioritize work to meet varied and changing operational needs. Ability to establish and maintain effective working relationships with colleagues and staff. Effective verbal and written communication. Ability to utilize spreadsheet and word processing software to conduct detailed analysis and reporting.
