Job Description

What's the role?
 
As an Associate Manager, People Services & Payroll - LPR you will be responsible for leading and enhancing HR Shared Services and Payroll operations, ensuring the efficient delivery of employee lifecycle processes and accurate, timely payroll administration. The position drives operational excellence through process standardization, automation, and the effective use of HR technologies, while maintaining high standards of compliance, data integrity, and customer service. The incumbent partners with stakeholders to identify continuous improvement opportunities, streamline workflows, and optimize service delivery. Additionally, this role provides leadership and development to the HRSSC and Payroll teams, fostering a high-performance culture focused on employee experience, operational efficiency, and business support.

People Operations & Service Delivery

  • Employee Lifecycle Management: Oversee the administration of all HR transactional processes, including contract management, employee data changes, benefits administration, leave management, and offboarding.
  • SLA & KPI Management: Establish, monitor, and report on Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to ensure high-quality, timely, and consistent HR service delivery.
  • Employee Experience: Champion a customer-centric culture within the team, ensuring employee inquiries (tickets) are resolved efficiently with high satisfaction rates. 
  • Process Optimization: Continuously review, standardize, and automate HR workflows to eliminate redundancies and scale operations. 

End-to-End Payroll Management 

  • Payroll Execution: Lead the end-to-end payroll process (internal or vendor-managed), ensuring accurate and timely compensation, tax filings, social security, and pension contributions. 
  • Compliance & Audits: Guarantee full compliance with local labor laws, tax regulations, and internal/external SOX audit requirements across all operating jurisdictions. 
  • Year-End Processes: Overlook year-end payroll activities, including tax declarations, statutory reporting, and provisioning (e.g., severance/cesantías, bonuses). 
  • Vendor Management: Manage relationships with third-party payroll providers and local authorities to ensure high service standards and compliance.

 Team Leadership & Capability Building

 

  • People Management: Lead, mentor, and develop a team of HR and Payroll specialists, fostering a collaborative, continuous-learning, and high-performance environment.
  • Knowledge Management: Maintain up-to-date documentation of Standard Operating Procedures (SOPs), knowledge bases, and employee self-service portals.
  • Demonstrates and ensures compliance with the Customer First Philosophy, all Liberty Latin America's policies and procedures, including the Code of Conduct and Liberty safety standards and procedures.
  • Other functions may be assigned.

 

What do you need?

 

Education and/or experience:

Bachelor’s Degree in Human Resources, Business Administration, Accounting, Industrial Engineering, or a related field.

5-6 years of experience on HR Operations and Payroll teams, preferably within a Shared Services (SSC) or Global Business Services (GBS) environment.

 

Other qualifications:

  • Competent IT skills
  • Proficiency with payroll software ADP and SAP SuccessFactors.
  • Multi-country experience handling payroll and labor regulations across multiple jurisdictions (e.g., LATAM, regional) is highly preferred (Except Puerto Rico).
