An exciting opportunity has arisen for an IT Contract Analyst to join our Contracts team at Hampshire County Council.

This role will support the management of our wide array of IT-related contracts and suppliers within Hampshire County Council, covering IT services, infrastructure, software, and applications. Working within the Contract Management Team and the wider Service Management Team, you will contribute to the development and implementation of policies and practices necessary for commercial and contract negotiation, establishment, service oversight, and compliance of major IT contracts.

The Role:

Key objectives of the role include supporting the Contract Management Team in the day-to-day management of live contracts, alongside the procurement and renewal of new and existing contracts. You will strive to achieve best value, identify opportunities to consolidate contracts, and recognise economies of scale to minimise costs.

 

This must be balanced with ensuring that contracts provide a solid foundation for service delivery and operate in compliance with requirements, with minimal disruption to proactively managed services and an appropriate level of risk acceptance, as necessary for defined IT and Directorate operations.

What you’ll do:

We are seeking a proactive professional to manage the contract pipeline and oversee associated procurement activities, ensuring all processes are delivered efficiently and effectively. The role involves leading internal stakeholder engagement and facilitating supplier contract compliance meetings to maintain strong working relationships and uphold agreed standards. You will be responsible for ensuring procurement activities are fully compliant with Public Contract Standing Orders, while adopting a commercial approach to all work. This includes maximising value for money and proactively identifying and managing any contractual risks that may arise.
