
Client Manager/Parole Officer (CM/PO) - Youth Services Counselor II
Job Description
Position will initially be required to be in office 5 days per week. There will be an opportunity to go to a hybrid option that requires a minimum of 2 days In office and maximum 3 days remote work.
About the unit - This work unit exists to provide a continuum of services for detained youth and youth who are committed to the Department of Human Services, Division of Youth Services. The unit also serves to represent the Division with local juvenile justice partnerships, committees, statutorily mandated boards, and governmental/private entities including but not limited to district attorneys, public defenders, county departments of human
services, judicial officers, juvenile probation, local school districts and mental health centers. This unit provides oversight and fiscal support for detention services that may include screening, assessment, community supervision and treatment of pre- adjudicated youth.
Through the Colorado Youth Detention Continuum. This unit also provides case management and juvenile parole services to youth committed to the custody of the Colorado Department of Human Services, Division of Youth Services. This includes planning and oversight for youth in residential placement, facilitation of multidisciplinary teams, the development of transition plans and parole plans, and the active monitoring of juvenile parolees in the community. The region is charged with ensuring the safety and security of each youth, staff, and the community according to Colorado law. The Central Region Office is responsible for resource development and management to facilitate service provision and includes but is not limited to personnel, and contract programs, throughout 11 counties and 5 judicial districts.
Purpose of the position - To develop and monitor an individualized continuum of care for delinquent youth between the ages of 10 and
21 who are sentenced to the Department of Human Services from the time of commitment to discharge. The role of the Client Manager/Parole Officer is to provide overarching case management and to facilitate and engage a Multi-Disciplinary Team (MDT) for each youth assigned. This is accomplished through an assessment of the youth and the family, development and review of the Youth Development Plan, monitoring service
delivery, providing direct care as necessary, maintaining appropriate records, timely and accurate data entry, and assisting the planning and review of processes at the regional level.
Duties
Assessment and Initial Case Planning - Meet with youth and family as well as other identified Multi-Disciplinary Team members. Family engagement and completion of releases. Review all available information and identify basic needs. Assess safety and service needs. Facilitate Multi-Disciplinary Team assessment staffing. Collect all identifying documents, initiate the placement process, and begin writing the Youth Development Plan. Introducing youth to trauma responsive safety plans. Introduce youth to the client portfolio and engage the multi-disciplinary team in the portfolio to support on-going transition. Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards when making decisions related to the youth.
Case Management - Youth Development Plan development and management for caseload. Finalize placement decisions. Determine treatment and service needs. Identify and broker needed services as identified by the Multidisciplinary Team. Develop timelines for delivery service. Case conference with youth, family, and interested parties. On-going monitoring of plans including monthly case reviews, Multi-Disciplinary Team meetings and family consultations. Revision of plans as necessary. Provide reinforcements and sanctions in response to youth behavior. Complete six-month administrative reviews. Use of Trauma Informed tools for facilitating monthly meetings. Participate in Problem Solving. Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards.
Record Keeping, Case Documentation, and Data Entry - Update computerized client record system. Complete required documentation for LOS (Length of Stay) extensions, reclassifications, complete standardized risk need assessment, re-assessments as needed and contact notes. Maintain the official DYS file. Complete the monthly review form and ensure proper distribution. Close out the official case file to Closed Records and complete all discharge paperwork per policy. Create and/or update all other documentation related to the youth, as necessary. Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and regional implementing procedures, Parole Standards/rules, SOMB standards.
Professional Communication, Community Relations & Collaboration - Compile, copy and distribute required documents for contract vendors, Community Review Boards (CRB), Parole Board and Interstate Compact office. Present cases and make recommendations to the CRB, Parole Board and Courts. Compile reports and/or give testimony to the courts as required. Negotiate for services, court dispositions, filing and dropping of charges, placements and treatment resources. Awareness of protecting confidential youth information in electronic communication, use of Encrypt function and all correspondence being public information, if requested through Colorado Open Records Act (CORA) request. Attend community meetings relevant to the Division of Youth Services and its clients; Explain DYS policies and procedures to interested parties; Participate on boards, committees, planning groups relevant to Youth Services.
Crisis Management & Field Safety - Mediate youth issues with courts, agencies, law enforcement. families and service providers. Execute emergency
placements for youth needing psychological services, housing, family mediation, and safety. Provide emergency notifications and consultations. Engage the MDT to assist with problem solving and decision making related to the crisis, reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards. Decides on the best method of monitoring youth progress throughout the commitment continuum to ensure service delivery is targeted to the mitigation of identified risk factors and enhancement of protective factors to allow for community re-entry/transition planning and service identification that continue to mitigate risk and support prosocial community sustainability. Actions, attitudes and communications demonstrate a high personal and professional regard for the organization's value of occupational safety and enhance the safety culture of the work unit, CDHS and DYS. Act mindfully to avoid safety hazards. Utilize safety devices and other DYS strategies. Remain current in the Field Awareness Safety Training (FAST) and follow parole partnering requirements per DYS Policy and CR-OP. Utilize the police provided radios while in the field meeting with parolee’s face to face per DYC Policy and CR-OP. Driving a State vehicle- this position requires Parole Officers to drive a state vehicle while in the “field” to supervise parolees assigned to their case load or while acting as a partner to another parole officer. All CM/PO’s shall comply with the Use of State Vehicle while in the field CR-OP.
Parole Supervision - Pre-parole staffing. Develop release/parole plan, schedule hearing, comply with required reporting and scheduling timeframes. Present case at parole hearing. Recruit. develop, advise, negotiate, monitor and supervise contract parole services. Supervise youth, maintain contact with family, law enforcement, and community agencies. Identify community safety issues and concerns. Determine need for and complete parole violations and all necessary documentation. Ongoing use of and reference to strategies outlined in the client portfolio. Engage the Multidisciplinary Team to support the continuing needs of the youth.
Other Duties as Assigned - As assigned completion of required training hours outlined in DYS policy. Utilize DYS sanctioned strategies and initiatives, such as but not limited to: Motivational Interviewing; Trauma Informed Environment and the Sanctuary Model, risk assessment tools. Will also complete other duties as assigned.Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position

Education and Experience:A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.
Preferred Qualifications.
Strong understanding of Colorado's Juvenile Justice System, CDHS policies and procedures, and statewide human services agencies and regulations.
Collaborative work experience with diverse populations and organizations.
Experience with trauma informed practices
Demonstrated ability to establish collaborative relationships with internal and external customers, i.e., Community Providers, Courts, Pre-trial, Community Review Boards, Parole Boards, District Attorney's Office, Probation, Public Defender's Office,
Strong communication skills
Previous case management experience

Full Background. CDHS employees (all Direct contact with vulnerable persons):CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services), Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers).
- Current/Valid and unrestricted CO Driver’s License
- Be a minimum of 21 years of age, with no felony convictions or history of domestic violence.
On-call Status – As needed for crisis management
Travel – Local travel is required to meet with clients who are placed throughout the state. Local travel is also required to attend meetings and trainings. With appointing authority approval, out of state travel may be required.
Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas.
MOTOR VEHICLE RECORD CHECK: This position will drive a state fleet or non-state fleet vehicle for State business purposes Employees must undergo an annual Motor Vehicle Record (MVR) check to determine driving eligibility. This will help ensure public safety, protect State property and minimize cost to the State for accident claims. To align with the universal policy, CDHS's Background Check policy
