Job Description

Seattle’s Office of Housing works to build strong, healthy communities and increase opportunities for people of all income levels to live in our city. A critical part of supporting this mission is to monitor the long-term sustainability and compliance with affordable housing requirements of the City of Seattle's investment in multifamily rental projects that receive direct capital investment. The Office of Housing is currently seeking an Asset Management Strategic Advisor who serves as the technical and analytical lead on complex City-financed preservation, stabilization, and redevelopment initiatives. The role applies advanced underwriting, financial analysis, economic forecasting, and portfolio evaluation to guide strategic decision-making and ensure the long-term sustainability of City-funded affordable housing. The Strategic Advisor collaborates with internal and external partners to structure financially feasible transactions, assess project and sponsor capacity, and align investments with City priorities.

Here’s more about what you’ll be doing:

1. Portfolio Preservation & Project Workouts (Analytical Review + Underwriting)

  • Developing and maintaining a portfolio-wide preservation strategy, including risk identification, recapitalization forecasting, and early-warning indicators.
  • Leading or supporting analytical underwriting and workout planning for at-risk properties in collaboration with CIT and other OH teams.
  • Partnering with Asset Managers to evaluate property performance and provide preservation-focused financial analysis and training on analytical tools.

2. Economic Forecasting & Financial Analysis

  • Conducting portfolio-level financial modeling, long-term forecasting, and market trend analysis to inform preservation and Levy planning.
  • Leading financial diagnostics for assets, including operating pro formas, sustainability projections, and scenario modeling.
  • Assessing current data and analytical platforms, identify gaps, and manage enhancements while representing AM in officewide data governance.

3. Contract Negotiations, Stakeholder Engagement & Strategic Advising

  • Serving as the Office of Housing’s analytical representative in preservation-related negotiations, evaluation panels, and interdepartmental or external stakeholder processes.
  • Providing deep financial and regulatory analysis to guide Asset Management, Policy, CIT, and OH leadership on preservation, underwriting, and complex workout scenarios.
  • Partnering with Policy & CIT to supply financial insights that inform financing policies, funding guidelines, and regulatory document development.

You will be most successful if you have demonstrated significant experience and expertise in underwriting, financial analysis, economic forecasting, and portfolio evaluation. Specifically, you’ll be prepared to take on this role if you have:

Experience in:

  • Affordable housing finance and operations, including publicly and privately funded projects, community development, and housing serving homeless or special needs populations.
  • Underwriting and financial analysis experience across 20–40+ multifamily projects, including review of pro formas, operating budgets, audited financials, and long-term sustainability forecasts.
  • Developing and managing data systems, analytical platforms, or reporting tools, including integrating financial, regulatory, and physical asset data to support portfolio-wide analysis and decision making. (Aligned with AM systems and reporting requirements.)

Knowledge in:

  • Multifamily subsidy programs (LIHTC, HOME, CDBG, State HTF) and experience structuring or evaluating 5–10+ mixed finance developments or lending transactions (bridge/permanent loans).

This position is a Civil Service position classified as a Strategic Advisor 1, General Government. This position is exempt from FLSA (not eligible for overtime) and is non-represented.

Pay: The full salary range for this position is $51.88 - $77.82/hour. The salary range for this individual role has been identified as $71.34 - $77.82/hour.

Working Schedule. This position offers the flexibility of a hybrid work schedule.   Employees will be expected to be in-office three days a week.  

Hiring Timeline: First interviews for this position are tentatively scheduled for July 27-31, 2026. Second interviews for this position are tentatively scheduled for August 10-14, 2026, with an anticipated start date in September 2026.
