Position Overview:
SDOT’s Transportation Operations Division's (TOD) Vision Zero team is seeking a qualified candidate for an exciting opportunity as the Automated Traffic Safety Camera (ATSC) Program Manager (under the City class title of Senior Civil Engineer). As part of the team, the person will lead and develop the ATSC program, working closely with leadership, vendors, interdepartmental partners/the public to execute expansions of the ATSC Program, and to deliver associated Vision Zero traffic safety projects/initiatives at camera locations and across the larger city.
The program manager will prepare comprehensive crash and traffic analyses, scopes, schedules, budgets, and preliminary designs for the construction of new ATSCs and other traffic safety improvements. The person will develop priority traffic safety projects to address holistic transportation needs consistent with Citywide and Departmental objectives, right-of-way allocation priorities, modal plans, public input, and Seattle’s Transportation Equity Framework in pursuit of city's Vision Zero goals. This position will report to the Vision Zero Engineering Supervisor.
- Manages ATSC expansion and other traffic safety projects, overseeing project delivery, coordinating across divisions and departments, and leading engagement with internal staff, external stakeholders, and leadership on high-visibility and sensitive initiatives.
- Leads and performs advanced civil engineering analysis and design development for ATSC installations and complex Vision Zero infrastructure projects, serving as senior technical authority responsible for engineering accuracy, assumptions, criteria, and recommendations.
- Develops and/or oversees the development of engineering plans, budgets, scopes, schedules, and technical documentation for ATSC projects and priority safety improvements, including high-crash locations and systemic safety treatments using Safe System principles.
- Directs and reviews technical studies, alternatives analyses, engineering reports, and program documents.
- Conducts and oversees complex crash and traffic safety analyses to inform projects, policies and plans, identify engineering solutions, and develop systemic countermeasures.
- Monitors the work of consultants, city crews, and construction contractors to ensure compliance with contract provisions and scope of work.
- Prepares and presents engineering recommendations, technical briefings, and decision documents to leadership, meeting annual program reporting requirements and ensuring alignment with budgets, policy, regulatory expectations, and departmental goals.
- Provides senior-level guidance to advance cutting edge Safe System–based traffic operations and safety policies and standards to build on national standards and best-practices such as NACTO, AASHTO, and the MUTCD.
- Supports citywide, department-wide, and division-wide initiatives to address transportation safety and planning, racial and social equity, and environmental and regional issues; apply engineering judgment and data-driven analysis to advance equitable transportation outcomes.
- Five (5) or more years professional civil engineering experience;
- A Bachelor’s Degree in Civil Engineering or Civil Engineering Technology;
- Registration as a Professional Engineer in the State of Washington.
- Current Washington State driver's license or evidence of equivalent mobility.
You’ll be successful in this role if you have:
- Traffic Engineering knowledge and experience.
- Ability to conduct traffic engineering reviews and provide guidance.
- Knowledge and experience with AutoCAD or other CAD software, including AutoTurn.
- Knowledge and experience with traffic modeling software, such as Synchro/SimTraffic, VISSIM, SIDRA.
- Knowledge and experience with ArcGIS.
- Excellent record keeping skills.
- Effective customer service experience; demonstrated reliability.
- Flexible and ability to prioritize needs in an environment with rapidly changing work conditions and priorities.
- Experience working for a governmental organization.
- Ability to effectively work in a multi-cultural workplace with a diverse customer base.
- Most work is performed in a normal City work/office environment with hybrid options at this time.
- Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
- May be required to lift over 50 pounds.
- May be required to stand, walk, or bend for extended periods of time.
- May be required to work nights, evenings, weekends, and/or holidays.
- Overnight travel may be required.

The full salary range for this position is $74.99 - $87.31 per hour.
