About the Role
Service Stream’s Utilities division are currently seeking a Commercial Lead to join our growing company. The primary purpose of the role is to provide Commercial leadership to the business unit in order to maintain the financial return (i.e. EBIT) of the business, via sound estimating, pricing & P&L modelling practices, strong stakeholder engagement relationships, commercial negotiation (including claim & dispute management), & delivering process / procedural improvements that deliver efficient & effective outcomes, focused on improved order to cash outcomes, whilst managing, identifying & reducing risk.

Reporting Line: Commercial Manager - Urban Utilities
Key Responsibilities
Head contract management
Establish and manage supplier performance frameworks.
Monitor supplier KPIs, service levels, productivity and compliance obligations.
Conduct regular supplier performance reviews and drive corrective actions.
Ensure suppliers deliver contracted outcomes and value commitments.
Identify, assess and mitigate commercial, contractual and financial risks.
Maintain risk registers and treatment plans.
Monitor supplier financial viability and continuity risks.
Escalate emerging risks before they impact contract performance.
Ensure suppliers comply with contractual obligations, policies and procedures.
Manage governance forums, audits and compliance reviews.
Verify evidence supporting supplier claims, variations and contractual entitlements.
Drive adherence to governance controls.
Plan, establish, implement, and monitor the Cost improvement plans across portfolio.
Assist with the preparation of management reporting including; budget, payment claims and forecasting resourcing utilisation and any other ad-hoc analysis as requested
Assess work priority and criticality in collaboration with operational stakeholders.
Manage governance and oversight of the control systems and associated subcontractor arrangements.
Review subcontractor quotations, claims, and variations for scope and commercial accuracy.
Support technical assurance and compliance verification of completed works.
This role requires extensive Internal & External Stakeholder engagement, at all levels of management within Service Stream including, Program Director, Commercial Manager to infield resources, Clients & with Sub-Contractors. A key success factor of this role is in gaining the trust of, & being able to demonstrate a “can do”, results orientated, value add, risk reduction service offering to all Stakeholders encounter in the role.
Ensure that the Urban Utilities Mechanical Electrical and Control Systems (MECS) contract and any ancillary contracts or projects adhere to Service Stream Group’s commercial and financial policies, frameworks, and improvement strategies.

About You
Min 5 Years in a Commercial / Financial / Project Controlling type role
Utilities industry experience desirable
Experience in establishing & documenting business process in a complex environment
Experience in the build-up & maintenance of Client & Sub-Contractor Pricing / Schedule of Rate (SoR) / P&L Modelling
Experience in understanding contractual requirements, tender negotiations, claims & dispute management
Ability to investigate claim & dispute issues, with internal & external stakeholders, & document findings in a fact-
based systematic manner
Understanding of Risk Management Principles
Experience in building & maintaining professional, constructive, value add relationships with internal & external stakeholders across all levels of an Organisation
Experience in matrix organisations
Financial Acumen
Advanced Excel Skills
A demonstrable track record of achieving positive, value add results
