DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The purpose of the Solid Waste Management Department (SWMD) is to provide solid waste services to the citizens of Houston through collecting, disposing, and recycling discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective. 

The individual that assumes this role will be responsible for performing inspections, identifying problem areas with the commercial and resident dumpsters, and recommending solutions to the challenges.   Is responsible for serving violation citations.  Meets with the following on a regular basis (the general public, civic groups, contractors, technical professionals, and businesses) to respond to inquiries and resolve problems.  Performs record-keeping activities to maintain filing systems, citation violation reports, and legal notices on dumping. Researches and evaluates plans, specifications, codes, and property information.  Responds to customer requests using the CRIS system and conduct site visits. Researches and evaluates Solid Waste Management dumpster plans, specifications, codes, and commercial property information. Provides accurate customer service responses to customer inquiries that are complex in nature by various forms of communication i.e., phone, mail, or in person.  May act as a liaison to the Mayor and Council Offices.  Maintains successful partnerships with the community and other agencies. Communicates with the public on the findings or resolutions. Performs record-keeping activities to maintain filing systems, cite reports and is expected to handle and prepare documents for illegal notice violations for courts. Performs research through the Harris County Appraisal District when needed.  Must comply with the Chapter 39 Solid Waste Code of Ordinance and any other duties as assigned.


WORKING CONDITIONS
The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.
 
This is a Houston Public Works Emergency Management position at the Tier I Level.

EDUCATIONAL REQUIREMENTS
Requires a high school diploma or a GED certificate and up to eighteen months of specialized education or training in a specific area or trade.

EXPERIENCE REQUIREMENTS
One (1) year of experience related to customer service or an area of inspection to be performed is required.

Depending on the area of specialty, the position may require the experience listed above to be journey level, received after completion of an apprenticeship program. 

LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving. (AP 2-2).
Preference may be given to candidates have experience with the 311 CRIS system and who are bilingual.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**  SELECTION/SKILLS TESTS REQUIRED  None
However, the department may administer a skill assessment evaluation.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.  

Pay Grade 16
