HERE’S WHAT YOU’LL BE DOING
Provide oversight of purchasing and contracts staff and provide budget and financial support for the Water Quality Planning (WQP) Division of the Office of Water of the Texas Commission on Environmental Quality (TCEQ).
Assign, distribute, and oversee workloads of the Contracts and Purchasing Team, to establish goals, ensure quality of work product, and that timelines are met. Lead, instruct, and guide staff on matters, or procedures, related to budgets, contracts, and procurement, as well as processes for the various functions of the section.
Complete and oversee personnel management functions, which involve interviewing and hiring, staff development activities, including training staff regarding appropriate practices and policies, performance management, and establishing team goals and objectives. Ensure compliance with EEO/ADA policies and objectives and core training for staff.
Plan, organize, coordinate, and prepare guidelines for purchasing and contracts. Monitor contract encumbrances. Review and update procurement, requisition, and ordering procedures; review and approve bid invitations to vendors; oversee purchasing in auditing and review of the validation and receipt of purchases.
Provide budget and financial support, including the incorporation of federal grant funds with different match amounts and types. Maintain expenditure data tracking systems to ensure efficient operation and timely reporting. Develop, and propose, recommendations for operational, or efficiency, improvements.
REQUIRED EDUCATION & EXPERIENCE
Experience in the administration of a program relevant to assignment.
OR
Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.

Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Water Quality Planning Division.
