
ERS - Financial Systems Data Analyst
Job Description

ERS is seeking a Financial Systems Data Analyst to perform routine to complex (senior level) accounting, technical, and functional work to support the automated financial systems and data in the Finance Division. Coordinates with other divisions and outside entities to define business requirements for various internal and external interfaces to the financial systems. Works under the leadership of the Financial Systems Support Manager with limited to general supervision and limited to moderate latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
· Collaborates with users to identify data and system requirements, develop functional/technical design specifications and solve complex operational problems.
· Collaborates with cross divisional teams to resolve data or system issues and implement automation or process improvement opportunities.
· Constructs variance and trend analyses and reconciliation tasks on Health Savings Account contributions, cash, accounts receivables, accounts payable general ledger and other finance data.
· Develops and maintains finance and investment reports, dashboards and data models using SQL, Spreadsheet Server, Tableau, Alteryx, Business Objects or similar application.
· Provides user support, testing and training for financial system enhancements or reporting solutions. Monitors system processes and exception reporting and advises on correcting errors in the following internal and external accounting interfaces between systems such as PeopleSoft Financials, ERS Online/Benefits, Eagle Investment Systems, Bank of New York (BNY) and Investment Accounting Reconciliations.
· Coordinates with cross divisional teams to resolve data or system issues.
· Performs reconciliations on Health Savings Account contributions, cash, accounts receivables, accounts payable general ledger and other finance data.
· Partners with the Finance data steward to support data compilation, research and analysis, and provides user support for financial reporting applications across multiple finance publications.
· Maintains finance and investment reports and dashboards, leveraging SQL and reporting tools such as Spreadsheet Server, Workiva, Tableau, Alteryx, Business Objects, or similar applications.
· Monitors system processes and exception reporting in the following internal and external accounting interfaces between systems such as PeopleSoft Financials, ERS Online/Benefits, Eagle Investment Systems, Bank of New York (BNY) and Investment Accounting Reconciliations.

· Monitors system processes and exception reporting and supports error corrections in the following internal and external accounting interfaces between systems such as PeopleSoft Financials, ERS Online/Benefits, Eagle Investment Systems, Bank of New York (BNY) and Investment Accounting Reconciliations.
· Serves as a data steward to ensure compliance with data governance standards, maintain metadata, and document data definitions and lineage.
· Collaborates with users to identify data and system requirements to solve complex operational problems.
Essential Functions for Data Analyst IV:
· Collaborates with cross divisional teams to resolve data or system issues and implement automation or process improvement opportunities
· Constructs variance and trend analyses and reconciliations on Health Savings Account contributions, cash, accounts receivables, accounts payable general ledger and other finance data.
· Develops and maintains finance and investment reports, dashboards and statistical models using SQL, Spreadsheet Server, Tableau, Alteryx, Business Objects or similar application.
· Designs data schemas to support appropriate financial reporting and provides user support, testing and training for reporting applications related to multiple finance publications.
· Monitors system processes and exception reporting and advises on error corrections in the following internal and external accounting interfaces between systems such as PeopleSoft Financials, ERS Online/Benefits, Eagle Investment Systems, Bank of New York (BNY) and Investment Accounting Reconciliations.
· Accounting Serves as a data steward to establish data governance standards for finance, maintain metadata, and document data definitions and lineage, and assess impact from evolving government accounting and financial reporting standards.
· Collaborates with users to identify data and system requirements, develop functional/technical design specifications to solve complex operational problems.
Other Duties and Responsibilities:
· Assist other sections in the Finance Division as needed
· Performs other duties as assigned.
· Attends work regularly in accordance with agency leave and attendance procedures.
· Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
1. Graduation from an accredited four-year college or university with a degree in accounting, finance, information systems, or business-related field. Qualifying experience beyond the minimum required may substitute for education.
2. Two (2) years of full-time accounting, financial analysis, or related experience
3. Two (2) to five (5) years (depending on classification level) of experience with databases, Business Intelligence, ETL tools, and/or reporting applications
Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
4. Experience with Microsoft Excel, Business Objects, and/or Tableau
5. Experience with SQL in Oracle, SQL Server, Access, or similar database
6. Experience with PeopleSoft Financials
7. Accounting experience with a Texas state agency
8. Experience with USAS
9. Completion of CPA, CMA, MBA or MPA.
