Job Summary
Provide leadership, supervision, and management to ensure a safe, environmentally sound, and aggressively costed terminal operation that supports the customer and CITGO’s mission and enhances CITGO’s overall strategy and image.
Manages the production and activities of all terminal employees based at his/her facility. Plans and directs work, provides training, facilitates interaction with other work groups, establishes goals and objectives and sets performance criteria. Reviews candidates to fill vacancies and conducts performance reviews. Establishes and manages capital and operating budgets.

Minimum Qualifications
- High School Diploma or equivalent required. Bachelor's degree preferred.
- A minimum of 7 years of job-related experience is required, which includes 5 years of supervisory experience.
- Specific requirements may vary with the operational and regulatory requirements of the terminal location. Depending on the location, preference may be given to experience with U.S. Coast Guard requirements, marine transfers, and DOT (PHMSA) Pipeline operations. Employees may be required to pass a Federal background check for a Port Entry pass, depending on the location of the position.
- Must have experience working in a 24/7 operation.
- Valid Drivers License is required.
- A valid TWIC card is required.

Job Duties
1. Safety & Environmental Compliance
- Conduct regular safety meetings, inspections, and ensure compliance with all safety and environmental regulations.
- Maintain up-to-date knowledge of relevant safety manuals, permits, and policies.
- Ensure proper reporting and participate in emergency response activities.
2. Supervise Terminal Operations
- Oversee daily terminal activities and delegate tasks to staff.
- Conduct operational meetings, ensure standard operating procedures are followed, and submit reports.
- Encourage teamwork and continuous operational improvements.
3. Budgeting & Expense Control
- Prepare and manage annual budgets (operational, capital, and expense).
- Monitor and control spending, review financial reports, and implement corrective actions as needed.
4. Communications & Reporting
- Prepare routine operational and financial reports.
- Maintain communication with customers, sales, and supply departments.
- Monitor pricing and address issues from drivers, carriers, and customers.
5. Product Quality Assurance

- Oversee product sampling, testing, and documentation to ensure compliance with quality standards.
- Maintain records, complete hazardous materials documentation, and coordinate tank maintenance.

6. Customer & Community Relations
- Keep terminal property clean and well-maintained.
- Implement image improvement and community relations initiatives.
- Organize customer appreciation events and submit community plans.
7. Personnel Training & Development
- Ensure all staff complete required training and development.
- Conduct training exercises and encourage staff through coaching and feedback.
8. Asset Management
- Manage terminal inventories, receipts/deliveries, and equipment calibration.
- Investigate inventory discrepancies, maintain equipment, and minimize losses.
9. Lease/Tenant Oversight
- Maximize rented lease space, assess tenant compatibility, and ensure tenants adhere to property standards.
10. Project Management
- Develop and oversee capital and expense projects from scope and bidding to completion and cost control.
- Coordinate with engineers and provide project supervision.
11. Emergency Response Preparedness
- Ensure staff are trained on emergency response plans and conduct regular drills for preparedness.
