Job Description

The City of Roanoke is seeking an organized, motivated, and collaborative individual to serve as the part-time program manager of the Southwest Virginia Incident Management Team. The program manager will devote a minimum of 5 hours/week to in-person activity in Roanoke, Virginia. This is a non-competitive grant-funded position that is renewed annually.

The preferred candidate must be credentialed in an All-Hazards IMT position, have experience deploying to Type III events or higher, and possess a high school diploma or general education degree (GED). The preferred candidate must also possess a valid driver's license; have reliable transportation and no criminal record.

In order to meet the program's evolving needs and requirements, the Program Manager (PM) will create, execute, and revise plans in coordination with the SWVAIMT Steering Committee. The PM will also serve as the SWVAIMT point of contact/Subject Matter Expert to the Virginia Department of Emergency Management. Responsible for grant proposals/reports, project management plans, efficient and responsible application of the SWVAIMT budget through SHSP grants. Coordinates the Training, Administrative, and Logistics officers to support completion of special projects and documents. Assists with facilitating all training as determined by the Training Officer. Coordinates and facilitates, in conjunction with the Training Officer, quarterly and annual team training and exercises.

The PM will also coordinate with the Logistics Officer to ensure all equipment is up to date, functional, meets the most recent and highest level of Type III IMT standards, and is ready for deployment. Manages the application process, the team roster, addresses and emergency contact information. Complies with and helps to enforce standard policies and procedures. Prepares for, plans, and coordinates deployments with team members, Steering Committee members, and stakeholders and ensures all paperwork is completed to provide rapid reimbursement.

The Program Manager, with input from the SWVAIMT Steering Committee, will:
  • Facilitate high level multi-jurisdictional planning meetings. 
  • Develop and manage the team's training program.
  • Develop and manage the team's budget. 
  • Develop and manage SHSP Grants. 
  • Manage the team's equipment cache, located in Roanoke, VA.
  • Manage the team's administrative documentation.
  • Prepare deployment documentation.
  • Organize deployments of personnel to local, state, and national events and emergencies.
  • Collect and reconcile all time, equipment, and travel records for all SWVAIMT training and deployments.
  • Coordinate with local, state, and federal partners to develop relationships and provide training and deployment opportunities for team members.

This position is classified as essential personnel and is expected to serve as a member of an assigned IMT or Emergency Operations Center (EOC) team upon activation, which could include extended hours and possible deployments over multiple weeks.

SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.Credentialed in an All-Hazards ICS position. ICS-305 (Required within 12 months of employment). Must possess a high school diploma or general education degree (GED) and possess a valid driver's license.
Supplemental Information
LANGUAGE SKILLS 
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to prepare routine reports and correspondence. Ability to communicate orally and in writing.

REASONING ABILITY 
Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS
Must have police security clearance.
