This position works directly in the Chief Auditor’s Office (CAO).
KEY QUALIFICATIONS
Experience with audit standards promulgated by the Institute for Internal Auditors (Red Book) and the U.S. Government Accountability Office's Government Auditing Standards (Yellow Book); of contract and business law concepts; of computer technology principles, terminology, programming, and various automated systems.
Experience conducting personnel management functions (ex. interviewing and hiring employees, staff development, preparing and conducting performance appraisals, etc.) and/or mentoring less experienced staff.
Certified Fraud Examiner (CFE) and/or Certified Information Systems Auditor (CISA).
HERE’S WHAT YOU’LL BE DOING
Supervise the work prepared by CAO staff to ensure that engagements are performed in accordance with applicable engagement standards and CAO expectations. Coordinate with CAO Work Leads to ensure that performance expectations of staff are met and that performance-related issues are documented in accordance with TCEQ policies and procedures. Make determinations when issues arise related to audit work and compliance with standards and identify and provide recommendations for CAO process improvements.
Manage audit and investigation activities within the CAO. Develop and implement work plans and programs which integrate information technology needs, management and operational issues, and financial and compliance issues. Manage work plan progress towards completion of the Annual Audit Plan. Evaluate audit evidence. Review all reports issued by the CAO. Serve as Acting Chief Auditor when called upon.
Coordinate all CAO functions, including assistance in developing and maintaining Audit Strategic Plan, Annual Audit Plan, policies, procedures, and standards; training, developing and mentoring of CAO staff members; ensuring CAO objectives and staff development goals are met; and provide performance management evaluations for staff and senior auditors.
Investigate or oversee the investigation of fraud, waste, and abuse (FWA) complaints received by the CAO. Prepare FWA reports to communicate investigation findings to TCEQ management and outside oversight entities as applicable.
Represent the Chief Auditor’s Office on internal and external workgroups organized to share information and improve processes and controls.
REQUIRED EDUCATION & EXPERIENCE
Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.
OR
Experience in the management of a business function, division, or department to include professional management experience where primary duties consist of planning organizing, controlling, and directing the work of an organization or formal subdivision, or team.
OR
Experience as a special assistant to a TCEQ director or deputy director developing management policies and directing/evaluating operations.
Must be licensed as a Certified Public Accountant (CPA) or certified as a Certified Internal Auditor (CIA); Certified Fraud Examiner (CFE) and/or Certified Information Security Auditor (CISA) preferred.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.
