Shape the future of NSW’s motorway network, leading strategic reform in tolling, pricing, and system performance

 

You are a highly credible transport leader with deep expertise in strategy, tolling policy, or motorway planning and operations, and a proven ability to lead teams and provide trusted, evidence-based advice at the most senior levels of government.

 

This is a pivotal leadership role shaping the long-term direction of NSW’s motorway network, driving tolling reform, pricing strategy, and system-wide outcomes that balance government priorities, community expectations, and operational performance.

 

 

In this role, you’ll

 

  • Join NSW Motorways, established following the 2024 Independent Toll Review, to provide oversight, management and strategic coordination of the NSW tolled motorway network, with a clear mandate to deliver a safer, fairer and more integrated system.
  • Lead and develop a high-performing, multidisciplinary team, setting strategic direction across motorway planning, tolling policy and network performance. Drive a culture of accountability, delivery and continuous improvement.
  • Own and deliver the long-term motorway strategy, integrating economic, political, social and technological insights to inform network planning, pricing reform and customer outcomes, aligned to government priorities.
  • Provide authoritative, evidence-based advice to senior government stakeholders, drawing on traffic modelling, demand forecasting and tolling analytics to inform critical policy and investment decisions.
  • Exercise significant influence across government and industry, leading complex stakeholder engagement, shaping regulatory positions and representing NSW Motorways in high-level forums.
  • Navigate competing interests and ambiguity, guiding your team to deliver balanced, practical and evidence-based policy outcomes.
  • Lead the design and delivery of major reform initiatives, ensuring clear strategic intent, strong governance, and coordinated execution across the transport system.

 

This is a permanent full-time Transport Senior Service Executive (TSSE1B) role offering an attractive remuneration package.

About you

 

  • Executive transport leadership & team management – extensive experience leading teams in transport strategy, tolling policy, or motorway planning and operations, with a track record of delivering complex, system-wide outcomes
  • Senior trusted advisor – proven ability to provide clear, authoritative, evidence-based advice to senior government decision-makers on high-impact policy and strategy
  • Tolling & pricing strategy expertise – demonstrated experience developing and implementing pricing frameworks, policy reform and regulatory approaches balancing fiscal, operational and customer outcomes
  • Data-led decision maker – strong capability in traffic modelling, demand forecasting and analytics to inform strategic planning and performance improvement
  • Strategic thinker – ability to translate economic, political and industry insights into practical, future-focused transport strategies
  • Influence & stakeholder leadership – highly developed ability to lead engagement across government, operators and industry, driving alignment and integrated outcomes
  • Qualifications – tertiary qualifications or equivalent experience in transport planning, economics, public policy or a related field
