Scaling Up Economic Empowerment and Systemic Integration is a three-year project (July 2026 – June 2029) funded by the Ursula Zindel-Hilti Foundation (UZHF). The project aims to enhance the resilience and socioeconomic empowerment of vulnerable women and men within supportive and inclusive communities. The initiative focuses on strengthening collaboration between Plan International Egypt (PIE) and Ashoka Arab World (AAW) to achieve sustainable, community-driven impact. It engages social entrepreneurs, community leaders, and community-based organizations (CBOs) as key agents of change. The project will be implemented across four governorates: Assiut, Sohag, Beheira, and Damietta, targeting marginalized groups through integrated and inclusive economic empowerment interventions.
A total of 24 partner CBOs will be supported through comprehensive institutional capacity building, governance strengthening, and tailored technical assistance provided by PIE. In parallel, these CBOs will participate in social entrepreneurship training delivered by AAW, equipping them with innovative tools and approaches to design and implement effective, community-based solutions. Following the capacity-building phase, CBOs will be empowered to design, implement, and manage local initiatives, with continued technical guidance and financial support from both PIE and AAW.
At the community level, the project will directly target 1,600 beneficiaries, contributing to improved livelihoods and inclusive economic participation. The project is designed across 4 main outcomes:
Outcome 1: Strengthened capacities of community actors, and CBOs as key drivers of change within the targeted communities.
Outcome 2: Fostered influence and engagement of social entrepreneurs, youth emerging changemakers, and CBOs are across the targeted locations, as evidenced by the development and implementation of inclusive, community-based socioeconomic initiatives benefiting vulnerable women and youth.
Outcome 3 Enhanced resilience of 1,600 women, youth, and men across the targeted locations through expanded and equitable access to sustainable socio-economic opportunities, contributing to inclusive growth and long-term socioeconomic empowerment.
Outcome 4: Project’s best practices and lessons learnt were streamlined and disseminated among the project’s partners and participants to support women and youth entrepreneurs in establishing and scaling up their own businesses.
THE OPPORTUNITY
You will support the implementation of the “Scaling Up Economic Empowerment and Systemic Integration” project by ensuring sound financial management, accurate reporting, and compliance with organizational and donor requirements. You will focuse on budgeting, financial monitoring, and strengthening financial systems for both Plan International Egypt and its partner CBOs. Further, you will oversee financial operations across targeted governorates, ensuring proper tracking of project expenditures, timely financial reporting, and adherence to internal controls and donor regulations. You will work closely with project teams and partners to build their financial management capacities, ensure efficient use of resources. Additionally, you will contribute to financial analysis, support audits, and ensure proper documentation of expenditures. Also, you will support decision-making by providing insights on budget utilization and financial performance, contributing to the project’s overall efficiency, accountability, and sustainability
KEY RESPONSIBILITIES
- Ensure sound financial management by facilitating audits, reviewing reports, coordinating forecasts, monitoring submissions, and maintaining records. Prepare reconciliations and donor reports, tracks currency fluctuations, support grant reporting and partnership compliance, and communicate with partners to deliver accurate, timely financial data.
- Follow-up on audit recommendations, provide training and technical support to partners, maintain transparent financial reporting systems, and contribute to developing partner capacity‑building plans.
- Manage project finances by preparing monthly accounting spreadsheets, review and process partner and staff payment requests, controlling advances and settlements, and ensuring compliance with Plan policies. Maintain accurate records in SAP, coordinating fund transfers, preparing bank reconciliations, safeguard checkbooks, and keeping a proper filing system to ensure transparency and efficiency in financial management.
- Manage daily finance issues with commitment and professionalism, provide guidance and support to partners, work effectively as a team player, and demonstrate strong capacity to handle stress and solve problems.
- Plan International has a robust global policy for Safeguarding and PII policy for Preventing Sexual Harassment Exploitation and Abuse; and Gender Equality and Inclusion standards, ensuring staff and associates within your scope strictly comply with these principles and guidelines.
- You will be trusted to take on additional assignments within the scope of work as assigned by your supervisor on need basis.
What we are looking for:
- University degree in accounting or a professional qualification such as CIS, ACCA or equivalent
- 5 years of previous experience in INGO environment
- Strong experience in finance and budget management
- Experience in youth economic empowerment field
- Project management skills
- Sound experience in financial reporting and budget management skills
- Good communication, presentation and problem-solving skills
- Willingness to learn and self-improvement
- Positive attitudes, self- assertiveness and capacity to inspire others
