Scaling Up Economic Empowerment and Systemic Integration is a three-year project (July 2026 – June 2029) funded by the Ursula Zindel-Hilti Foundation (UZHF). The project aims to enhance the resilience and socioeconomic empowerment of vulnerable women and men within supportive and inclusive communities.   The initiative focuses on strengthening collaboration between Plan International Egypt (PIE) and Ashoka Arab World (AAW) to achieve sustainable, community-driven impact. It engages social entrepreneurs, community leaders, and community-based organizations (CBOs) as key agents of change. The project will be implemented across four governorates: Assiut, Sohag, Beheira, and Damietta, targeting marginalized groups through integrated and inclusive economic empowerment interventions.

A total of 24 partner CBOs will be supported through comprehensive institutional capacity building, governance strengthening, and tailored technical assistance provided by PIE. In parallel, these CBOs will participate in social entrepreneurship training delivered by AAW, equipping them with innovative tools and approaches to design and implement effective, community-based solutions. Following the capacity-building phase, CBOs will be empowered to design, implement, and manage local initiatives, with continued technical guidance and financial support from both PIE and AAW.

At the community level, the project will directly target 1,600 beneficiaries, contributing to improved livelihoods and inclusive economic participation. The project is designed across 4 main outcomes:

Outcome 1: Strengthened capacities of community actors, and CBOs as key drivers of change within the targeted communities.

Outcome 2: Fostered influence and engagement of social entrepreneurs, youth emerging changemakers, and CBOs are across the targeted locations, as evidenced by the development and implementation of inclusive, community-based socioeconomic initiatives benefiting vulnerable women and youth.

Outcome 3 Enhanced resilience of 1,600 women, youth, and men across the targeted locations through expanded and equitable access to sustainable socio-economic opportunities, contributing to inclusive growth and long-term socioeconomic empowerment.

Outcome 4: Project’s best practices and lessons learnt were streamlined and disseminated among the project’s partners and participants to support women and youth entrepreneurs in establishing and scaling up their own businesses.

 

THE OPPORTUNITY

You will be responsible for the design, planning and successful delivery of gender transformative projects and at every stage of the project management cycle in line with donor requirements and Plan International minimum standards and best practices. Also, you will lead the project team and be responsible for all the aspects of the project. 

As a staff member of a child-centred international development and humanitarian organisation, you will commit to comply with Plan International’s standards and policies related to Safeguarding and PSHEA (Preventing Sexual Harassment, Exploitation and Abuse), gender equality, inclusion and diversity. KEY RESPONSIBILITIES

  • Contribute to the initiation of the project idea in line with the country strategy and identification of project potential local partner(s).
  • Ensure projects are feasible by leading due diligence, shaping gender‑transformative scope with partners, analyzing risks and resource needs, managing pre‑startup activities, confirming partners, and embedding child safeguarding measures into design and budgets.
  • Collaborate with partners to establish project governance structures, developing a detailed implementation plan covering risk, procurement, HR, monitoring, and budgets, and working with senior leadership and departments to launch the project both internally and externally.
  • Lead project implementation by coordinating teams and resources, overseeing monitoring and evaluation with partners, managing risks, procurement, and finances, and ensuring timely reporting. Integrates gender‑transformative approaches and safeguarding measures to protect children and young people.
  • The role ensures effective project monitoring and evaluation by establishing a data collection system aligned with partners, supporting future project design for the target population, and maintaining compliance with Plan International’s global data privacy policy.
  • Ensure smooth project closure by reviewing achievements with partners, finalizing activities and payments, leading evaluations and audits, submitting final reports, closing records, and maintaining institutional memory through proper archiving and knowledge management.
  • Provide leadership by modeling values, motivating the team, clarifying objectives, and distributing tasks effectively. Ensure compliance with policies, supports monitoring, manages resources, and maintain strong partner relationships, including capacity strengthening when needed.
  • Plan International has a robust global policy for Safeguarding and PII policy for Preventing Sexual Harassment Exploitation and Abuse; and Gender Equality and Inclusion principles and Implementation Standards and Guidelines as applicable to your area of responsibility. You will therefore have a responsibility to adhere and enforce adherence of staff and associates within your sphere of responsibility.    
  • You will be trusted to take on additional assignments within the scope of work as assigned by your supervisor on need basis.

 

What we are looking for:

  • Someone experienced in project management.
  • Someone knowledge on project cycle management best practice.
  • You should be experienced in working with partner organisations (co-creating and mutual oversight).
  • Someone knowledgeable and experienced in project budgeting, activities and expenditure monitoring.
  • You should be knowledgeable and experienced in M&E activities tracking, evaluation and reporting. 
  • You should have understanding of human resources management and procedures. 
  • You should have understanding of procurement processes and supply chain management.
  • Someone experienced in managing people/teams.   
  • You should have good working knowledge of donor compliance.
