Job Description

Position Purpose As a senior member of the Technical Services Leadership Team, the Vice President, Cost Management establishes the enterprise direction for Infrastructure Ontario’s Cost Management practice. The role is accountable for the strategic design, coordination, and continuous evolution of cost estimation, budgeting, and cost and change control capabilities that enable disciplined, transparent, and predictable delivery of IO’s capital program. Through collaboration with government partners, consultants, and delivery counterparties, the position strengthens system-wide financial performance, governance, and value for money. What You Will Do Set and evolve IO’s enterprise-wide Cost Management practice, ensuring alignment with organizational strategy, government capital planning, and leading cost management practices. Serve as a principal advisor to senior executives and front-office partners on programmatic cost matters, including budgeting, forecasting, cost and change control, and related governance. Coordinate and manage the Cost Management team, including the cost estimation, budgeting, and cost and change control functions. Establish and govern integrated cost management processes, standards, and methodologies that support on-time and on-budget delivery across the project lifecycle. Define the long-term roadmap for Cost Management capabilities, including the use of enterprise cost data and predictive analytics to strengthen decision support. Oversee enterprise cost reporting integrity, ensuring executives and project teams have timely, accurate, and complete cost information. Shape contractual cost management frameworks, payment terms and performance expectations with consultants and contractors, reinforcing accountability and compliance with governance requirements. Partner with government representatives and internal teams to lead budget development, approvals, benchmarking and forecasting improvements, and financial reporting obligations. Coordinate modernization and continuous improvement initiatives related to cost management practices, tools, and governance approaches. Who You Are You bring extensive experience in cost management within large, complex capital or infrastructure environments, combined with strong financial insight and enterprise perspective. Your background includes: Significant experience providing cost management advice that informs executive decision-making and public-sector or large-scale governance processes. Demonstrated capability coordinating and managing specialized professional teams and building organizational capability through structured practices and learning. Advanced knowledge and appreciation of cost estimation methodologies, budgeting, forecasting, cost and change control, and financial performance reporting. Strong understanding of government budget cycles, approval processes, and financial governance requirements. Experience working in partnership with government bodies, consultants, and delivery organizations within complex contractual environments. Ability to communicate complex, confidential, and time-sensitive financial information clearly across diverse audiences.
