DESCRIPTION 

The current position is a part-time position (approximately 20 hours per week). This position supports special education processes and procedural safeguards for children and families ages Birth-5. The position coordinates with Early Childhood Special Education (ECSE) team members, Department of Special Education (DSE) staff, school-based staff, and other stakeholders to ensure processes for transition, referral, intake and evaluation are consistent, compliant and family friendly. The position provides ongoing instructional support through coaching and mentoring for early childhood special education teachers.

MINIMUM QUALIFICATIONS 

Applicants must meet all the qualifications below to be considered for the vacancy. 

 

Education: 

  • Bachelor’s degree in early childhood special education or related field 

 

Certification/Licensure: 

Priority will be given to applicants who: 

  • Maintain certification in early childhood special education, special education, or early childhood education. 

  • Maintain certification in area of profession (e.g., ASHA, AOTA, APTA, MD Licensure, Teaching Certification). 

 

Experience: 

  • Minimum of 3 years working in early childhood special education or related field 

ESSENTIAL POSITION RESPONSIBILITIES 

The list below is a summary of the functions of the job, not an exhaustive or comprehensive list of all possible job responsibilities, tasks, and duties. 

 

  • Provide coaching and/or mentoring support to identified staff based upon the direction of the ECSE Instructional Facilitator and/or Resource Teacher. 

  • Participation and support in identified projects supporting professional growth and development, compliance, and/or targeted support to schools and/or staff. 

  • Engage in professional learning for assessment and evaluation process, compliance and documentation in the special education process. These needs may change from year to year based on changes in COMAR, continuum of services (Note: professional learning may occur at Countywide Professional Day or at identified ECSE meetings). 

  • Participate in teaming meetings with school-based teams supporting instruction and student/family needs, via virtually or in person. 

  • Collaborate with ECSE Instructional Facilitator, Resource Teachers, and EIAT/TTT Program Head and/or Team Leader to determine needed supports. 

  • Provide support as an instructional specialist for identified initiatives (e.g., Book Share, Reflective Coaching, Teaming). 

  • Collaborate with other ECSE staff members to ensure responsiveness to needs of the school team and/or identified staff requests. 

  • Coordinate evaluations, assessments and meetings with team members and families to ensure compliance within the assessment and evaluation process. 

  • Complete assessment and evaluation, case management, and/or special education services as needed to support Early Childhood Special Education teachers and staff. 

  • Maintenance of the contact logs, including up to date contact logs and organization of documents. 

  • Use of technology, including TIENET, Google Drive, Microsoft Office Products, CANVAS, and Frontline. 

 

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of early childhood and early childhood special education pedagogy and evidence-based practices. 

  • Knowledge of co-teaching models and inclusive early childhood settings. 

  • Knowledge and experience of the IEP timelines and process. 

  • Knowledge and experience in supporting, coaching and/or mentoring adult learners. 

  • Knowledge of the Danielson Framework. 

Working Hours 

  • The current position is a part-time position (approximately 20 hours per week). Exact work hours/days will be determined by the supervisor and the candidate. 

 

SELECTION CRITERIA 

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.  

 

EMPLOYMENT INFORMATION 

 

Compensation 

This is a temporary position that is grant-funded, and the continuation of employment will be contingent upon additional funding. This is a temporary position limited to 20 hours per week. The hourly rate of pay is between $40-$45.

 

Pre-Employment Requirements 

Professional references will be contacted prior to any offer of employment. Recommended candidates will be required to provide references from current and recent supervisors. 

 

All employees, regular and temporary, must be fingerprinted, have a criminal background investigation completed, and successfully complete the Maryland Employment History Review, pursuant to Section 6-113.2 of the Education Article, Annotated Code of Maryland. In addition, some positions will require completion of a physical examination and/or drug testing.
