
Organic Repair Capability Assessment (ORCA) Team Lead (TL)

The Team Lead is responsible for overseeing and directing complex technical projects, maintenance operations, and analytical activities supporting surface ship maintenance and readiness initiatives. This role provides leadership, strategic guidance, and technical expertise to ensure successful execution of maintenance programs, information system operations, and depot-level maintenance activities in accordance with Navy standards and mission requirements.
The Team Lead serves as the primary point of coordination between program stakeholders, maintenance personnel, technical teams, and government representatives, ensuring operational efficiency, quality performance, and continuous improvement across all assigned efforts.
Key Responsibilities
- Lead and supervise multidisciplinary teams supporting technical projects, maintenance operations, and systems analysis activities.
- Provide strategic oversight for projects.
- Manage and coordinate information system operations and implementation activities related to maintenance and operational readiness.
- Ensure compliance with Navy maintenance standards, policies, procedures, and operational requirements.
- Oversee planning, execution, and evaluation of depot-level maintenance processes for surface ships.
- Provide technical guidance and mentorship to maintenance and training personnel.
- Coordinate with government representatives, maintenance commands, training organizations, and fleet stakeholders.
- Support development and execution of maintenance training initiatives and readiness programs.
- Analyze maintenance processes and recommend improvements to enhance operational effectiveness and mission readiness.
- Prepare and present technical reports, status updates, and performance metrics to leadership and stakeholders.
- Ensure effective communication, risk management, and issue resolution throughout project execution.
- Work may be performed in office, shipboard, shipyard, or fleet support environments.
- Occasional travel may be required to support fleet concentration areas, maintenance activities, and training events.
Required Qualifications
- Minimum of 20 years of supervisory experience in:
- Analytical operations,
- Information system operations, and
- Implementation of technical projects.
- Demonstrated maintenance and training staff experience within organizations such as:
- Immediate Superior In Charge (ISIC),
- Type Commander (TYCOM), or
- Afloat Training Group environments.
- Extensive knowledge of Navy surface ship depot-level maintenance processes.
- Extensive knowledge of the theory, principles, and operational practices associated with surface ship maintenance processes.
- Proven ability to lead large technical and operational teams in high-tempo environments.
- Strong organizational, communication, and leadership skills.
- Ability to interface effectively with senior military and civilian leadership.
Preferred Qualifications
- Prior Navy or Department of Defense (DoD) experience supporting fleet maintenance operations.
- Experience supporting modernization, readiness, or lifecycle maintenance programs.
- Familiarity with Navy maintenance databases, information systems, and reporting tools.
- Experience managing multiple concurrent technical projects and operational priorities.
Education Requirements
- Associate or Bachelor’s degree in Engineering, Information Systems, Business Management, Maritime Studies, or a related field preferred.
- Equivalent military training and operational experience may be considered in lieu of formal education.
- Seven (7) years demonstrated experience in a management role.
Security Clearance
- Active DoD security clearance (Secret or higher) required.
