Program: DoDEA Guam Student Transportation Services (STS)

Reports To: Program Manager 

Supervises: Dispatchers, STOs, and assigned support personnel

Work Location: On-site, rotational between North and South Dispatch Offices

Schedule: Full-time; early morning through evening operational coverage (Monday–Friday). Weekend or after-hours work as required to support operations.

 

Position Overview

The Alternate Program Manager (APM) serves as a deputy to the Program Manager and is responsible for supporting the successful execution of the DoDEA Guam Student Transportation Services (STS) contract. Each APM provides direct oversight of daily operations, compliance, personnel management, and data reporting while ensuring leadership continuity in the absence of the Program Manager. APMs are expected to maintain full awareness and presence across all operational areas to ensure consistent management coverage and alignment with DoDEA standards.

Primary Focus

Data management, reporting, metrics, and North dispatch operations. Ensures data integrity, performance monitoring, and operational reporting to support management decisions.

Core Responsibilities

• Compile and analyze daily, weekly, and monthly operational data (ridership, mileage, incidents, fuel, attendance).

• Develop and maintain performance dashboards, reports, and deliverables for COR and executive review.

• Supervise dispatch operations, scheduling, and route assignments at North Dispatch (primary) and South Dispatch (as needed).

• Manage task tracking and deliverables using MS365 Tools, Teams, SharePoint, and Planner.

• Monitor contract compliance through documentation, performance metrics, and audit preparation.

• Support fleet readiness and incident tracking in coordination with STOs and dispatch teams.

• Serve as acting Program Manager when delegated.

Operational Emphasis

• Data-driven oversight, contract deliverable tracking, and analytical reporting.

• System-based management of tasks, routes, and staff performance metrics.

• Supports consistency, compliance, and efficiency across dispatch offices.

Systems and Tools

• MS365 (Excel, SharePoint, Planner, Power BI/Teams)

• Fleet Management System (FMS)

• Task and Deliverables Tracking Systems

Work Schedule

Full-time, on-site leadership role based at North Dispatch Office, with flexibility for remote data and reporting work when authorized. Work hours span early morning through late evening to cover dispatch operations, with weekend or after-hours availability as needed for reporting or operational coverage.

Shared Responsibilities and Coordination

APMs are expected to coordinate closely with one another and with the Program Manager to ensure full management coverage across all dispatch, fleet, and training operations. They maintain presence and awareness in both North and South locations, participate in leadership meetings, and support compliance, HR, and administrative coordination.

Schedule and Availability Expectation

This is a full-time, on-site leadership role that requires extended availability aligned with dispatch operations. Work hours generally extend from early morning through evening shifts (Monday–Friday). Weekend or after-hours coverage may be required for emergency response, training, or inspections. Remote work for administrative or reporting purposes may be permitted only with Program Manager approval.

Reporting and Authority

• Reports directly to the Program Manager.
• Serves as acting PM during authorized absences.
• Coordinates closely with HR, Dispatch, and STO teams for operational continuity.
• Escalates issues to the Program Manager and Executive Leadership (COO/PD/CEO) as appropriate.

Required Qualifications:

  • Minimum 5 years of experience managing large-scale transportation or logistics contracts.
  • Experience with DoD or Federal contracts preferred.
  • Knowledge of Guam transportation laws and military base access protocols.
  • Strong leadership, organizational, and communication skills.
  • Proficient in Microsoft Office and transportation management software.
  • CPR/AED and First Aid certification (or ability to obtain prior to contract start).
  • Must pass criminal background checks, installation records checks, and maintain base access eligibility.
