Poverty and Equity Global Practice The Poverty and Equity Global Practice, which is a part of the Prosperity Practice Group, plays a central role in advancing the World Bank Group’s mission to end extreme poverty on a livable planet. The Global Practice uses the latest evidence and analysis to help governments develop sound policies that help the poorest in every country and focus our investments in areas that are critical to improving lives. The Global Practice is organized into seven regional units that are responsible for the delivery of country programs, and one global unit that is responsible for the delivery of global programs and corporate priorities. The advertised vacancy is in the regional Poverty and Equity unit in Europe and Central Asia region. Comprising a worldwide team of more than 200 microeconomists, social scientists, statisticians, data scientists, and operational and administrative staff, the Global Practice delivers on its mandate through a series of thematic global programs, analytical and advisory services, operational solutions, and strategic collaboration with internal and external partners. The Global Practice works across a broad range of priority areas, including national data systems and statistical modernization, global data for monitoring progress on Sustainable Development Goals, climate change and climate action, markets and institutions, fiscal and social policy, conflict and fragility, gender, welfare implications for households, and the application of behavioral sciences to poverty and equity. The World Bank Group in Ukraine The World Bank Group works closely with international partners and donors to align support with Ukraine’s EU accession priorities. Our strategy operates on two parallel tracks: • Emergency support to keep essential services functioning • Laying the groundwork for long-term reconstruction and reform We are helping the government shape its post-war economic strategy: the “Ukraine Economy of the Future”—a private-sector-driven economy, ready for EU membership. With deep experience in post-conflict recovery and extensive global experience supporting development-oriented reforms, the World Bank Group is uniquely positioned to help rebuild Ukraine bringing robust oversight and technical expertise. Over the past three years, we have scaled up projects, launched multi-donor trust funds, and channeled guarantees and parallel financing from donor countries. The World Bank Group’s support for Ukraine includes protections and oversight measures, including audits, to make sure financing reaches its intended recipients. We routinely monitor our Ukraine portfolio for evidence of fraud and corruption and have robust mechanisms in place to swiftly deal with any reports of irregularities. The Poverty Equity Global Practice team in Ukraine The Ukraine team in the Poverty and Equity Global Practice supports the in-country dialogue by supporting governments to use high-quality evidence to develop and implement policy to reduce poverty and boost shared prosperity on a livable planet. This includes: • Engaging with official statistics to support official data collection in a secure and effective manner under current conditions. Support includes development of capacity to collect phone surveys, technical assistance on survey preparation, and other IT support. • Analytical work focused on analysis of poverty and distributional impacts of government policies and the Bank’s activities including SPIRIT, PEACE, Ukraine Economy of the Future, Rapid Damage Needs Assessments, DPOs, and other ongoing engagements. • The Ukraine Poverty Equity team has managed the Listening to Ukraine phone surveys since 2023, which monitors living conditions of households. Duties and Responsibilities We are looking for a candidate with a strong academic background and technical skills, experience working with microdata, engagement in policy dialogue and donor coordination to join the Poverty and Equity unit in Europe and Central Asia (ECA) region, based in Kyiv, Ukraine. The ETC will support the team in coordinating with donors and regular communication with government counterparts, as well as support analytical work through collecting, managing and analyzing microdata. Key Duties and Responsibilities Data Collection, Management and Analysis • Conduct econometric and statistical analyses using software tools such as Stata, R, or Python. • Assist in survey design, supervision, coordination and data cleaning, and other survey implementation activities. • Assist in the collection, cleaning, and management of microdata and non-traditional data from various sources. Research Support • Conduct literature reviews and synthesize research findings relevant to the projects. • Help draft reports, policy briefs, and other documentation communicating research and analysis results. • Provide technical support for the publication and dissemination of research findings. Client Engagement • Support the engagement and facilitate communication with the diverse set of government counterparts engaged in lending projects, technical assistance and analytical activities with the Poverty and Equity team in Ukraine • Assist in preparing presentations and materials for stakeholder meetings. • Oversee the arrangement of meetings and events with government counterparts during implementation of lending projects, technical assistance and analytical activities • Assist in coordinating project activities to ensure timelines and deliverables are met • Participate in project meetings and workshops, providing analytical support where necessary. On-the-Ground Coordination • Facilitate coordination between project team members, other units within the World Bank and external development partners
