Job Description

At the present time, a vacancy exists for a Behavior Supports Coordinator - LEA Programs position within the Student Services division of the Chester County Intermediate Unit (CCIU). The Behavior Supports Coordinator � LEA Programs is responsible for the coordination, implementation, and oversight of behavioral support services provided to Local Education Agencies (LEAs) across a multi-county region. Reporting to the Supervisor � ACS LEA Services, the Coordinator plays a key role in managing service requests, supporting district-based programming, and ensuring the delivery of high-quality, evidence-based behavioral and instructional supports. This position provides direct supervision to Behavior Analyst Consultants, while overseeing the broader service delivery system inclusive of Registered Behavior Technicians (RBTs) and Personal Care Assistants (PCAs).  This position will be based at the Educatonal Services Center In Downingtown, PA.

The Coordinator serves as a primary liaison to school districts, collaborating with administrators and multidisciplinary teams to assess needs, develop service proposals, and support implementation of effective behavioral and instructional practices. The role includes oversight of Specialized Instructional Coaches, support of IU-operated classrooms within school districts and their expansion, and leadership in conducting special education program audits to evaluate programming, compliance, and outcomes. The Coordinator is responsible for ensuring services are aligned with regulatory requirements, supported by data-driven decision making, and implemented with fidelity, while contributing to the continuous improvement of behavioral support systems within partner LEAs and the Intermediate Unit.  
 
The CCIU provides services to the 12 school districts in Chester County. This includes services to nearly 86,000 public and non-public school students and over 6,000 educators. The Chester County Intermediate Unit is one of 29 regional educational agencies established by law in Pennsylvania in 1971. Working between the Pennsylvania State Department of Education and the local school districts, the Intermediate Unit's mission is to provide services that can be offered most economically at the regional level.

Qualifications:

  • Master's degree in Psychology, Education, Social Work, Counseling, Mental Health, or related field-required 

  • Currently certified as a Board Certified Behavior Analyst - required 

  • Minimum 8 years experience working in a behavioral health setting or related field 

  • Minimum 5 years experience providing supervision to staff 

  • Current police, child abuse, and FBI fingerprint clearances required 

Duties & Responsibilities:

Leadership and Oversight of LEA Behavioral Support Services

  • Lead the coordination, implementation, and continuous improvement of behavioral support services provided to Local Education Agencies (LEAs) across a multi-county region.
  • Serve as the primary point of contact for school districts to assess needs, determine appropriate service delivery models, and ensure alignment with evidence-based practices.
  • Oversee the intake, triage, and assignment of behavioral support requests, including consultation, assessment, and direct service needs.
  • Provide ongoing supervision and guidance to assigned staff, ensuring high-quality, consistent service delivery across districts.

Consultation and District Partnership Development

  • Collaborate with district administrators and multidisciplinary teams to assess behavioral and instructional programming needs and develop targeted service proposals.
  • Facilitate ongoing communication with LEAs to monitor service effectiveness, address emerging needs, and strengthen partnerships.
  • Support districts in building internal capacity through coaching, modeling, and professional development.

Clinical Oversight and Staff Supervision

  • Provide clinical supervision for all ABA-based practices to ensure alignment with ethical, supervisory, and professional standards
  • Oversee supervision of RBTs, BCBA trainees, and other assigned staff in accordance with BACB supervision requirements, including direct observation, feedback, competency evaluation, and documentation

Support for IU Programs within LEAs and Program Expansion

  • Oversee behavioral and instructional supports within IU-operated classrooms located in school districts.
  • Support the planning, development, and expansion of IU classrooms within LEAs, including staffing models, service design, and implementation supports.
  • Collaborate with internal IU leadership to ensure alignment between IU programs and district-based services.

Assessment, Intervention, and High-Need Case Leadership

  • Provide leadership for functional behavior assessments and the development, implementation, and monitoring of function-based behavior intervention plans using evidence-based practices
  • Lead and coordinate high-risk behavioral cases to ensure consistency, quality, and alignment with positive behavioral interventions
  • Design data collection systems and measurable behavioral goals to support effective intervention planning

Oversight of Specialized Instructional Coaching Services

  • Oversee and support Specialized Instructional Coaches in delivering evidence-based instructional and behavioral interventions within district programs.
  • Ensure coaching services are aligned with district goals, student needs, and best practices in instruction and behavior management.
  • Monitor fidelity of implementation and impact of coaching supports on classroom systems and student outcomes.

Special Education Program Audits and Systems Evaluation

  • Lead and support special education program audits within school districts, focusing on behavioral programming, service delivery, and compliance with regulatory requirements.
  • Analyze audit findings to identify strengths, gaps, and opportunities for program improvement.
  • Develop and present actionable recommendations to district leadership to enhance student outcomes and program effectiveness.

Professional Development and Capacity Building

  • Design and deliver professional development aligned to behavioral supports, classroom systems, and evidence-based practices for district staff.
  • Support the development of sustainable systems within districts to improve behavioral outcomes and reduce reliance on intensive supports. 

Quality Assurance, Data Monitoring, and Continuous Improvement

  • Establish and monitor systems for data collection related to service delivery, student outcomes, and program effectiveness.
  • Use data to drive decision-making, inform service adjustments, and ensure accountability across all assigned programs.
  • Maintain high standards of quality assurance to ensure services meet organizational expectations and stakeholder needs. 

Compliance and Fiscal Oversight

  • Ensure all services are delivered in compliance with federal, state, and local regulations, including special education requirements.
  • Support accurate documentation, reporting, and billing processes associated with services provided to LEAs.
  • Collaborate with leadership to ensure efficient use of resources and alignment of services with funding structures.

Monday - Friday; year-round (260 days per year, 7.5 hours per day)
