Manager, Operation & Maintenance (Wind Farm)
Job Description
1. Plant Operations & Performance Management
Lead daily operations and maintenance (O&M) activities of wind turbine generators (WTGs) and balance-of-plant (BOP) systems.
Monitor plant performance metrics including availability, reliability, and generation output.
Oversee outage planning, forced outage analysis, and root cause investigations.
Implement corrective and preventive maintenance strategies to maximize plant uptime and efficiency.
2. Regulatory & Compliance Management (Philippine Context)
Ensure compliance with:
DOE operational and reporting requirements
ERC regulatory obligations and plant certifications
NGCP Grid Code and Philippine Distribution Code requirements
DENR Environmental Compliance Certificate (ECC) conditions
Local Government Unit (LGU) permits and reporting requirements
Supervise and support the Pollution Control Officer (PCO) in:
Environmental monitoring and compliance reporting
Submission of SMRs, CMRs, and other DENR-mandated documents
Management of environmental audits and inspections
Ensure timely submission of operational, safety, and regulatory reports to DOE, ERC, NGCP, and other authorities.
3. Grid & Utility Coordination
Serve as primary operational liaison with:
Meralco for dispatch instructions, curtailments, outages, connection coordination and compliance with grid requirements
Support grid compliance testing and certifications.
4. HSSE Leadership
Ensure full compliance with Occupational Safety and Health Standards (OSHS) and DOLE requirements.
Oversee implementation of site-specific HSSE programs aligned with corporate standards.
Review and submit monthly wind-specific HSSE performance reports.
Lead incident investigations and corrective action implementation.
Supervise Safety Officers and ensure contractor compliance with safety policies.
5. Maintenance & Asset Management
Supervise the Pililla Wind Maintenance Program, covering preventive, predictive, and corrective maintenance.
Oversee spare parts planning, critical inventory management, and procurement coordination.
Manage O&M contracts and contractor performance.
Ensure effective warranty tracking and claims management with OEMs.
6. Team & Site Leadership
Supervise:
Maintenance engineers and technicians
Pollution Control Officer (PCO)
Safety Officers
Site administrative personnel
Provide technical and leadership development to site personnel.
7. Commercial & Budget Oversight
Support OPEX and CAPEX planning for the wind asset.
Monitor maintenance costs and optimize resource allocation.
Provide technical inputs for budgeting, insurance claims, and performance benchmarking.
8. General Plant Management
Lead overall site governance, stakeholder engagement, and community coordination.
Represent the plant in audits, inspections, and external stakeholder meetings.
Drive continuous improvement initiatives to enhance plant reliability and financial performance.
Prerequisites:
Education
- Bachelor’s Degree in Electrical or Mechanical (Licensed)
- Relevant safety certifications (BOSH, COSH, GWO, etc.) preferred
Experience
- Minimum 8–10 years of experience in power plant operations and maintenance
- At least 3–5 years in wind power plant operations or renewable energy assets
- Experience managing WTGs, balance-of-plant systems, substations, and transmission lines
- Experience coordinating with NGCP and Distribution Utilities
- Experience handling DENR, DOE, ERC regulatory compliance requirements
- Experience managing OEM or TSA contracts (e.g., Vestas, Siemens Gamesa, etc.)
- Background in outage planning, root cause analysis, and reliability improvement
- Strong understanding of Philippine Grid Code and safety standards
- Knowledge of MV/HV systems, SCADA systems, and protection systems
- Familiarity with preventive, predictive, and corrective maintenance planning
- Experience in spare parts strategy and inventory management
- Budgeting and OPEX/CAPEX planning exposure
- Strong leadership and team management skills
- Ability to manage contractors and multi-disciplinary teams
- Strong stakeholder management skills (LGU, regulators, grid operators)
