Program Summary: Project HOPE is providing humanitarian assistance to conflict-affected persons throughout Gaza. The portfolio in the Gaza Strip focuses on Health, Mental Health, Protection, and WASH programming in partnership with local NGOs. Project HOPE is working to scale up its emergency response efforts while building longer-term country program. POSITION SUMMARY: The HR Officer is responsible for supporting the day-to-day implementation of HR and administrative activities in accordance with Project HOPE policies, procedures, and best practices for the Field Office in Gaza. The position reports to the HR Coordinator and works closely with program leadership to ensure effective and efficient HR services that support program delivery. The HR Officer serves as a key point of contact for staff, providing guidance, support, and contributing to a positive, professional, and compliant working environment. PRINCIPAL RESPONSIBILITIES HR Operations Payroll Support • Serve as the primary HR focal point for field staff, providing accurate guidance on HR policies and procedures. • Prepare payroll inputs including timesheets, attendance records, and contract changes for review by the HR Coordinator. • Support payroll reconciliation and distribution of salary slips to staff. • Maintain and update HR trackers (contracts, benefits, staffing lists) and ensure personnel files are complete and compliant. • Process exit documentation and coordinate clearance for separating staff. • Supervise office support services (cleaning, facilities, guest house) to ensure compliance with hygiene and safety standards. Recruitment Onboarding • Support end-to-end recruitment processes including posting vacancies, screening applications, scheduling interviews, and maintaining recruitment documentation. • Assist in preparing job descriptions, interview schedules, and candidate communications. • Coordinate onboarding of new staff, ensuring required documentation is collected and orientation sessions are completed. • Track recruitment status and provide updates to HR Coordinator and program leadership. Documentation Compliance • Draft and issue HR letters (promotion, transfer, increment, resignation acceptance, etc.) and ensure proper filing. • Conduct periodic audits of personnel files and recruitment documentation to ensure compliance with donor and organizational requirements. • Upload HR documents to shared systems (Office 365 or HR platforms). • Support internal and external audits by preparing HR-related documentation. Staff Development Relations • Support staff orientation, training sessions, and professional development initiatives. • Assist in implementing performance management processes, ensuring documentation of appraisals and PIPs. • Act as a point of contact for employee queries on HR policies, payroll, and benefits. • Promote a positive workplace culture aligned with Project HOPE values, safeguarding, and PSEA standards. Reporting Analytics • Prepare HR reports and data analytics as requested by HR Coordinator and leadership. • Track HR indicators such as recruitment progress, turnover, and workforce costs. • Escalate serious employee relations matters to the HR Coordinator. Other Duties Perform other HR-related tasks as assigned by the HR Coordinator. MINIMUM QUALIFICATIONS: Bachelor’s degree in business administration, organizational management or related area. Two years minimum of HR professional experience in a similar position; previous experience with NGOs, emergency humanitarian work is a plus. Knowledge of local labor laws and practices. Demonstrated experience in supporting implementation of HR policies, procedures and systems. Strong organizational skills with a history of providing excellent staff support with a high level of attention to detail and sense of urgency. Excellent understanding and experience of the recruitment lifecycle and coordination of onboarding process. Strong capacity building ability and ability to relate to and motivate staff effectively. Strong interpersonal skills and commitment to humanitarian principles. Understands the importance of confidentiality. Flexibility and adaptability to challenges and changes in work environment. Strong written and oral communication skills. Teamwork and cooperation can cope with stressful workload. Fluent knowledge of English and of local language (Arabic). Essential computer literacy (word, excel and internet).
