Together we can reinforce a culture of respect, integrity, accountability, and transparency. POSITION SUMMARY Project HOPE is looking to recruit a Finance Administrative Director (FAD) in Venezuela. This is a field-based position intended to serve as part of the core team leading the delivery of a comprehensive emergency health program responding to the humanitarian needs evolving from the crisis in Venezuela. The position will have overall responsibility for the financial, administrative, and human resources management of all country program activities. Human Resources Leadership Talent Management Team Development: Recruit, train, and oversee Finance, Human Resources, and Administrative teams. Organizational Structure: Design and maintain the department's organizational structure with clearly defined roles and responsibilities to ensure an effective team with appropriate checks and balances. Capacity Building: Lead the provision of capacity building and training for local staff to ensure sustainable operational excellence. Duty of Care: Work closely with the HR team to ensure operational support for staff well-being, including safe housing, transportation, and environments that meet health and safety standards. Compliance: Ensure all HR processes (contracts, payroll, benefits) comply with Venezuelan labor laws and Project HOPE policies. 2. Strategic Financial Leadership Control Financial Systems: Set up and maintain financial controls and procedures in line with Project HOPE policies, donor regulations, and Venezuelan laws. Compliance Taxes: Partner with local counsel to ensure full compliance with local requirements, including taxes, levies, and statutory returns. Risk Management: Lead the identification and mitigation of financial and operational risks, maintaining extreme discretion and limited external visibility in the Venezuelan context. 3. Accounting Treasury Management Treasury: Manage all bank accounts and validate all cash and bank payments for accuracy and complete supporting documentation before authorizing. Financial Reporting: Oversee financial transactions and reports, ensuring accuracy and meeting all internal and external deadlines. Closures: Conduct financial accounting month-end closing, reconciliations, and weekly cash counts with the finance team. 4. Budget Stewardship Grants Management Budget Development: Collaborate with program managers to develop detailed budgets for new programs, ensuring shared distribution of running costs and eliminating financial shortfalls. Cash Forecasting: Lead monthly reviews of expenditures and cash forecasting to ensure accurate budget projections and timely funding requests MINIMUM QUALIFICATIONS: Education Experience Education: Master’s degree in accounting, audit, financial management, or a related field. Leadership: Minimum of five years of experience leading financial and administrative management for large-scale US government-funded programs. HR Management: Proven experience in recruiting, mentoring, and leading diverse teams in high-pressure or humanitarian environments. Donor Knowledge: Experience managing finances and compliance with other humanitarian donors (e.g., UNICEF, WHO, ECHO) is a plus. Technical Skills Knowledge Language: Professional fluency (oral and written) in both English and Spanish is required. Software: Proficiency with MS Word and Excel (advanced skills). Experience with QuickBooks is a plus Legal: Solid knowledge of Venezuelan labor laws and tax regulations. Core Competencies (Soft Skills) Interpersonal Skills: Strong management and leadership skills with a orientation toward customer satisfaction. Problem Solving: Strong organizational and problem-solving skills with an analytic approach. Resilience: Ability to work in harsh conditions and unstable environments, integrating well within multi-ethnic and multicultural teams.
