STATUS: Full-Time

CLASSIFICATION: Salaried, Exempt

STARTING SALARY RANGE: $88,000 - 94,000, DOE

JOB SUMMARY

Under limited supervision, the Public Safety Communications Manager oversees the administration and operations of the Converse County Joint Communications Center (CCJCC). This position provides leadership and strategic direction to ensure effective and efficient dispatch services for law enforcement, fire, and emergency medical services throughout Converse County.
The Manager is responsible for supervising personnel, managing operational systems, ensuring regulatory compliance, overseeing budgets, and maintaining high standards of public safety communications services.

Essential Duties and Responsibilities
The following duties are representative and not intended to be all-inclusive:
Operations & Leadership
  • Direct and oversee dispatch services for law enforcement, fire, and EMS agencies within Converse County.
  • Develop, implement, and evaluate departmental goals, policies, and procedures.
  • Ensure efficient operation of all emergency communications functions.
  • Coordinate services to meet the needs of multiple user agencies.
  • Stay current on emerging trends and innovations in public safety communications.
Staff Management & Training
  • Hire, supervise, train, motivate, and evaluate personnel.
  • Address performance issues and conduct regular staff meetings.
  • Oversee training initiatives and ensure compliance with P.O.S.T. certification requirements.
  • Approve timesheets and manage scheduling, including alternative work schedules.
Regulatory Compliance & Systems Oversight
  • Maintain required state and federal licenses, including Federal Radio Licenses and E-911 compliance.
  • Oversee NCIC utilization and ensure compliance for all user agencies.
  • Manage communication center systems, including Spillman FLEX, EVENTIDE, Emergency Call Works (ECW), CCTV systems, and related technologies.
  • Ensure proper evidence handling and chain of custody for recordings and documentation.
  • Provide records for court proceedings and testify when required.
Budget & Administration
  • Prepare, manage, and monitor the department budget.
  • Forecast future budgetary needs related to staffing, equipment, and materials.
  • Approve purchases and authorize invoices.
  • Prepare operational, financial, and statistical reports.
Interagency & Community Relations
  • Serve as liaison to the Advisory Board, Joint Powers Board, public safety agencies, and community groups.
  • Participate in relevant state and community committees.
  • Handle all citizen complaints and work towards resolution.
  • Represent the Communications Center professionally in all public interactions.
Additional Responsibilities
  • Follow all applicable safety procedures and report incidents as required.
  • Perform other related duties as assigned.

Knowledge, Skills, and Abilities
  • Strong leadership and personnel management skills.
  • Ability to work independently and collaboratively with diverse stakeholders.
  • Excellent written and verbal communication skills, including the ability to present complex technical information clearly.
  • Thorough knowledge of 9-1-1 operations, radio systems management, public safety deployment, scheduling models, and budget impacts.
  • Proficiency with Microsoft Office and financial management systems.
  • Working knowledge of database concepts and data analysis.
  • Strong project management capabilities.
  • Ability to prepare and manage complex departmental budgets.
  • Ability to establish and maintain training, safety, and maintenance programs.
  • Ability to interpret and implement policies and procedures effectively.

Minimum Qualifications
One of the following:
  • Bachelor’s Degree (preferred), OR
  • Associate’s Degree in communications, criminal justice, management, or a related field, OR
  • Minimum of three (3) years of progressively responsible experience in public safety communications, including supervisory or lead experience.

Licensing & Certification Requirements
  • Valid Wyoming Driver’s License (or ability to obtain).
  • P.O.S.T. Communication Certification within 6 months of hire.

Special Conditions
  • This position is on-call 24/7.
  • Must carry a personal communication device at all times in accordance with policy.
