Job Description

Position Title: Director of Student Services

Classification: RSAA, Range 1

Reports To: Assistant Superintendent for Teaching & Learning

Position Goals: To provide leadership, oversight, and coordination of programs that support the academic, social, emotional, and behavioral success of all students. This role ensures compliance with federal and state regulations while promoting equitable access to high-quality services.

 

 ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Provides leadership for student service programs, including but not limited to: 504 services, school counseling, social work, health services (nursing and dental), homebound instruction, McKinney-Vento, restorative practices, student assistance program, and mental health supports.
  • Develops, implements, and monitors a comprehensive student services program aligned to district goals
  • Utilize multiple data sources to drive decision-making, develop goals and action plans, monitor student outcomes, and evaluate the effectiveness of student services programs
  • Supervises and evaluates coordinators, supervisors and related service providers
  • Provides leadership in establishing new programs and in developing an understanding of existing programs in student services
  • Oversees and approves District's homebound instruction
  • Coordinates student services provided by all external agencies including securing MOUs/Agreements, when needed
  • Coordinates the implementation of the Crisis Plan and Team for emergency situations in schools and school systems
  • Partners with principals, central office leaders, and community agencies
  • Establish and maintain high expectations for student and staff performance.
  • Direct ongoing evaluation of the instructional and behavioral program that is based on documented student outcomes.
  • Facilitate program enhancement using collaborative methods including staff, parents, students, and agencies
  • Develops and manages budgets for student services programs
  • Ensures compliance with federal and state laws, including but not limited to: Section 504 of the Rehabilitation Act, McKinney-Vento Homeless Assistance Act and Mandated Health Services
  • Plan, execute, and evaluate professional development and monitor the staff development activities for personnel in student services
  • Communicate information regarding federal, state, and local initiatives to district staff, parents, and provide necessary support to implement the initiatives
  • Assists school principals with planning and implementing effective school-based student services programs
  • Prepares grant application to provide financial support for programs
  • Attends training sessions, conferences, and workshops to keep abreast of current practices, programs, and legal issues associated with areas of responsibility
  • Perform other duties as assigned by the supervisor.

Supervisory Responsibilities: Coordinator of School Counseling, Coordinator of Social Work, Coordinator of Health Services, and Restorative Practice Facilitators

Qualifications:

  • Cultural sensitivity and competence and a commitment to equity in all aspects of education.
  • Experience working in urban environments and community agencies providing services to children and families, especially those experiencing housing insecurity and transitions.
  • Ability to understand regulations and procedures related to children and youth experiencing homelessness and placed in foster care..
  • Strong interpersonal and communication skills.
  • Strong planning, organizational, problem solving, time-management and project manager skills.
  • Ability to work independently and collaboratively, as needed for various situations.
  • Ability to maintain confidentiality.

Education / Licensure / Experience

  • Master's Degree in Education, Counseling, Nursing, or related student services field and Supervisory Certification issued by the Pennsylvania Department of Education.
  • At least five years experience in education and three years experience in Central Office
  • Prior experience in the Reading School District and public education preferred.

  • The noise level in the work environment is usually quiet. The employee is frequently required to interact with the parents, public and other staff. The position requires the individual to meet multiple demands from several people and exhibit good human relation skills including courtesy, tact and patience. The employee is directly responsible for the safety, well-being and work output of students.

 

Terms of Employment: As per terms and conditions set forth in the contract between the Reading School Administrators Association.and the Reading School District.

 

Evaluation: The employee will be formally evaluated with regard to his/her duties on a regular basis by the immediate supervisor as required by Board Policy and Department of Education regulations.
