Job Overview/Summary:

Under the direct supervision of the Protection Manager (Kachin), the Protection Information Officer will design and deliver information dissemination materials in coordination with the Senior Protection Manager, including leaflets, posters, and bulletin boards. The Protection Information Officer will also be responsible for maintaining information on available services and referral processes, and to facilitate referrals through: establishment and maintenance of referral pathways; direct communication with agencies that receive referrals; timely follow up of referral outcomes; and, ensuring the referral outcome tracking database contains accurate, comprehensive and detailed information.  The Protection Information Officer will also support other data entry across Protection team databases in Kachin, as needed.

This position is only opened for Myanmar National candidates. 

Major Responsibilities:

  • Conduct field visits 1-2 times per week to villages and urban areas to meet with community members to deliver information on their rights and access to services in their areas.
  • To manage the delivery of group information sessions (public speaking) and collect attendance records and evaluation forms.
  • Design and implement information campaigns, written and oral, with the support of the Protection Manager (including leaflets, posters, bulletin boards, radio broadcasts and others) according to needs outlined in monitoring data.
  • In coordination with Protection Mobilizers, Protection Team Leader and Protection Manager, network with social welfare providers to map service networks for referral.
  • Identify, establish, and support referral mechanisms for services in areas of operation.
  • Act as a focal of interagency referral pathway system to strengthen referral pathway, and coordinate and advocate on state level with interagency to search better humanitarian response.
  • Promote and enhance to partner staffs’ referral pathways system by providing training and support to local partners as necessary
  • Technical support local partners to update on service mapping for information sessions and to ensure effective service response receiving to each identified beneficiary
  • Make referrals to relevant service providers including the UNHCR through a standardized referral system (PIMS) and conduct regular follow-ups with service providers on referred cases.
  • Keep an up-to-date referral tracking sheet including relevant profile info, follow-up actions and updates provided by different stakeholders.
  • Conduct advocacy to local service providers regarding protection concerns in coordination with Protection Mobilizers, Protection Officers, Protection Team Leader and as directed by the Protection Manager.
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area (coordinated by the Protection Team Leader, Protection Officers and Protection Mobilizers) and take proactive steps to remain informed about the available services.
  • Receive cases referred from other agencies.  Provide feedback about actions taken to other agencies, when necessary and appropriate in light of confidentiality requirements.
  • Document all referrals accurately and in a timely manner in the referral documentation system, including all relevant updates and case closure details.
  • Support the team to upload and entry date online (CommCare or Kobo)
  • Perform other duties, as needed, or requested by the supervisor.

Data management and reporting

  • Manage, file and store data, ensuring the confidentiality of the information collected and the services provided.
  • Provide updates about work planning as requested.
  • Support the implementation of M&E tools and report on problems in the implementation of the program.
  • Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management and reporting requirements.

What should you have?     

1. Education

  • University Degree in Social Sciences, International Relations, Human Rights, Law or other relevant field.

2. Work Experience

  • 2-5 years experience with an organization providing humanitarian services or implementing development programming in the specified area of coverage.

3. Demonstrated Skills and Competencies

  • Ability to gather, organize and present information
  • Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail
  • Excellent drafting and oral communication skills
  • Proactive, flexible, team spirited and willing to learn
  • Ability to live and productively work under stress while maintaining a sense of humor
  • Strong experience delivering effective trainings and presentations
  • Excellent computer skills including MS Word, Excel and PowerPoint
  • Strong interpersonal skills and ability to work as part of a team, as well as independently
  • Any prior professionals experience in a similar post, preferably with an international organization;
  • Good knowledge of local context and some awareness of protection principles;
  • Excellent organizational and time management skills and ability to meet strict deadlines;
  • Good communication skills including ability to gain trust and build relationships with new communities;
  • Some experience in document design and layout, preferably using Microsoft Office;
  • Good interpersonal skills and ability to work as part of a team, as well as independently; and,
  • Flexible and able to work in a dynamic and diverse environment.

4. Language Skills

  • Fluency in local languages is required, familiarity with English is desired.
