Position Overview

The Office of Human Resources HR Technology and Service Operations is seeking an Applications Development Consultant. The Applications Development Consultant will leverage advanced technical expertise to design, develop, and implement innovative full-stack software solutions that enhance system performance, support strategic decision-making, and drive the transition to modern technologies.


The Applications Development Consultant is responsible for planning, designing, and implementing custom software solutions that may span multiple technologies, products, and organizational units. This role collaborates with cross-functional project teams to deliver solutions that meet diverse business needs while ensuring applications comply with functional, technical, and security requirements. The position evaluates and validates code to ensure adherence to industry standards, compatibility across platforms, and proper structure. Responsibilities include developing and executing testing and validation methods, supporting and monitoring application performance, and conducting detailed problem analysis to identify and implement effective solutions. The role also develops reports, dashboards, and visual tools to support management and long-term strategic decisions.


Additionally, this position operates as a specialized individual contributor, primarily delivering results through independent effort or participation on functional or project teams. The role may coordinate or influence the work of others and may serve as the primary owner or authority for specific programs or processes. It requires deep technical expertise, project management capabilities, and strong influencing skills. The position may provide guidance to less experienced colleagues and, at more advanced levels high-impact projects. Work includes developing new practices, processes, metrics, or models and independently determining methods for completing projects with significant scope and long-term organizational impact. The role also involves effectively communicating complex or sensitive information and facilitating productive discussions to drive decision-making.

The HR Technology and Service Operations team supports and maintains a portfolio of custom web applications, HR’s online digital experience through its various websites, and the service management platform.  This team is also responsible for interfacing with technical teams across the enterprise for any consultation regarding our systems and/or data that may be requested or available.

Duties and Responsibilities 

50%- Application Design and Development

 

  • Design, develop, test, and implement full-stack applications using .NET technologies (e.g. ASP.NET, .NET Core/Framework).
  • Architect scalable and secure software solutions across distributed systems.
  • Translate business requirements into technical specifications and application features.
  • Ensure applications are compatible across browsers, devices, and operating systems.

20%- Code Quality and Standards


  • Review and evaluate code to ensure alignment with industry standards and organizational practices.
  • Enforce best practices in coding, documentation, testing, and security.
  • Ensure solutions are properly structured, maintainable, extensible, and accessible. 

10%- Testing and Performance Optimization

  • Develop and implement software validation and testing strategies (unit, integration, automated testing).
  • Monitor application performance and troubleshoot issues.Identify system bottlenecks and implement optimization strategies 

10%- Problem Solving and Innovation

  • Conduct detailed analysis of complex technical issues and recommend solutions. Evaluate emerging technologies and recommend adoption where appropriate.
  • Develop new methodologies, tools, or processes to improve development efficiency and quality.

10%- Integration and Data Solutions

  • Design and develop data integrations between systems
  • Support business intelligence needs and strategic decision-making through data-driven solutions.
  • Completes special projects or other duties as assigned

Metrics and Collaboration

As a result of our systems supporting all employees, we regularly collaborate with business and technical teams across the entire enterprise including campus and the medical center.   


Required Qualifications

  • Bachelor's degree in related field or an equivalent combination of education and experience.
  • Six (6) Years of relevant experience
  • Experience with .NETExperience with API development
