Job Description

Procurement Specialist

 

JOB GOAL

The Procurement Specialist will be responsible for the procurement functions including developing bid specifications, reviewing proposals, making recommendations for award of contracts, administering contracts and approving purchase orders. The majority of this work will be completed for the Food Services Department, although employee may be asked to assist in general procurement for the District, at times.

QUALIFICATIONS

Training and Experience (position requirements at entry):

  • High School Diploma or General Equivalency Diploma (G.E.D.), associate degree, bachelor's degree in Purchasing, Business or other closely related field preferred.
  • Two years of related buyer experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Excellent oral and written communication skills to communicate with others of varying technical abilities.
  • Two years of experience working in food services, schools, or education setting preferred.
  • IVP Fingerprint Card
  • Food Protection Manager Certificate
  • Bilingual in Spanish (preferred)

     

PERFORMANCE RESPONSIBILITIES

  • Develops complex solicitations, including invitation for bid, request for proposals request for qualifications, job order contracting and other alternative delivery methods which include specifications, scopes of work, and terms and conditions, that accurately present and describe the department's needs.
  • Manages and facilitates the entire procurement process from working with end-users to develop a scope of work, issues the solicitation, leads pre and post vendor meetings, facilitates the evaluation committee meetings, prepares tabulations and scoring, prepares the governing board agenda item and awards the contract.
  • Contacts vendors to determine order status, acquire information on current products and pricing, and to select appropriate materials, supplies, and/or equipment.
  • Assists employees, administrators, and vendors with questions and/or concerns.
  • Screens and processes requisitions to verify purchase requirements are compatible with District standards and policies, comply with Arizona school district and federal procurement rules, and ensure cost-effective vendors are utilized.
  • Maintains current information, catalogs, correspondence, and other pertinent data relating to products and purchases.
  • Provide support with Catering events as needed and purchasing for such items
  • Review menus to ensure alignment with purchasing
  • Reviews and analyzes warehouse issue transaction reports.
  • Work with auditors for procurement related audit requests.
  • Work closely with Wearhouse Manager to ensure alignment with delivery of purchased items
  • Maintains a high level of ethical behavior and confidentiality
  • While performing the duties of this job, the employee is regularly required to sit, talk, hear and use hands to handle or feel. The employee is regularly asked to stand, walk, reach with hands and arms, climb or balance, stoop, kneel or crouch and taste or smell.
  • The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds.
  • Performs other duties of a similar nature and level as assigned, specific position assignments will vary depending on the business needs of the department.

PHYSICAL REQUIREMENTS

  • Typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, sitting, talking, hearing, seeing and repetitive motions.
  • Light work exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
  • Comply with all food safety regulations, including the prohibition of acrylic (artificial) nails while handling or preparing food.

CALENDAR: 12-month ESP, Benefitted

SALARY RANGE: ESP Salary Schedule, Column D ($20.67/hour to $30.00/hour)
