Job Description

The Department of Developmental Services (DDS) is searching for an enthusiastic, outgoing, reliable individual with experience in the field of accounting and business practices to fill an Assistant Business Manager / Administrative Officer II position located in Middleboro, MA.

JOB RESPONSIBILITIES: (The duties and responsibilities stated are a general summary and not all inclusive.) 

  • Function as the Assistant Business Manager assisting the Regional Business Manager in the management of all fiscal and administrative activities related to the planning, oversight, monitoring, and reporting of the Southeast Region’s annual lower sub budget in excess of 17.1 million dollars.
  • Responsible to manage the daily business functions for the regional business office, fifty state-operated residential homes, and a state facility.
  • Provide direct supervision to the following positions, four (4) Accountant I, one (1) Accountant II and two (2) Accountant III. 
  • Assist with the development and monitoring of the regions lower sub budget and recommend adjustments to maximize allotted budget. 
  • Ensure compliance with all regulatory and policy requirements in regard to procurements, payment activities, and the cost-effective utilization of the region’s fiscal resources.
  • Utilize data systems to manage and monitor finances including the Commonwealth's new enterprise-wide financial application and accounting system (Mosaic), Integrated Management, Procurement, and Contracting Tool (FMIS), Commonwealth Procurement (Commbuys), Vendor Web, etc.
  • Provide training, technical assistance and leadership to all sites supported by the business office. 

Preferred Qualifications:

  • Knowledge of the State Financial System: state budgeting, procurement, contracting systems, legislative process, etc.
  • Skilled in budget preparation and analysis
  • Knowledge of Mosaic, FMIS, Commbuys and Self-Service Time and Attendance (SSTA). 

Schedule Information:

Full-time – 37.5 weekly position

Day Shift - 8:30am-4:30pm

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical) or (B) any equivalent combination of the required experience and the substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.
 
Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for the required experience.
II. A Bachelor's or higher degree with a major other than in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for a maximum of one year of the required experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
