Job Description:

Change Manager

About the Role

Change Manager maps to Change/variation/claims management. The role operates in the four-level Governance model, with Level 3 Project-management routines used for cross-Project coordination, milestone synchronisation, escalation and acceptance preparation. It supports Hitachi’s obligation to define, plan, manage and carry out the Design and Implementation Period and to adhere to the Contract Management and Governance Model. Its specific contribution is to maintain change and claim logs; coordinate impact assessment; prepare decision packs; support dispute mitigation and traceability.

Key Responsibilities

  • Operate the variation/change and claims registers, ensuring every potential event has an owner, deadline, evidence path and commercial strategy.

  • Coordinate technical, schedule, cost, risk, procurement and site impact assessments with the responsible disciplines.

  • Prepare change submissions, claims narratives, substantiation packs and negotiation briefs in alignment with Contract Manager and Legal Support.

  • Ensure approved changes are reflected in requirements, configuration baselines, schedule, procurement commitments, documentation and T&C scope.

  • Track customer instructions, late approvals, access constraints, design changes and supplier-driven impacts for timely notice and recovery action.

  • Apply the Hitachi Code of Conduct in role-specific decisions, including ethical escalation, anti-bribery discipline, confidentiality, data protection, fair supplier/customer conduct and transparent records.

  • Support dispute mitigation and traceability.

  • Controls variation, claim and change workflow inside approved Governance.

  • Can launch impact assessments and recommend escalation/decision papers.

Key Interfaces

  • Project Manager, Contract Manager, Legal Support, Planning Manager, Finance Controller, Quantity Surveyor and PMO.

  • Work Package Leaders, Engineering, Implementation, T&C and Procurement teams providing technical facts and cost/schedule impacts.

  • Customer commercial teams and supplier/subcontract commercial representatives.

  • Change Board/change reviews.

Authority & Accountability

  • Accountable for completeness, timeliness and quality of change/claim records and submissions.

  • Authorised to request impact inputs, challenge weak substantiation and recommend commercial escalation priorities.

  • Requires Project Manager/Contract Manager approval for formal positions, negotiated settlements or baseline commitments.

Mandate

Recover legitimate entitlement, prevent uncontrolled scope growth and ensure change is reflected coherently across Project baselines.

Skills & Experience

  • Strong claims, change-control and commercial management experience in rail, infrastructure, systems or construction Projects.

  • Competence in delay/disruption narratives, pricing logic, contemporaneous evidence and negotiation preparation.

  • Ability to work with technical teams to produce defensible substantiation.

  • Resilience and resistance to stress under time constraints, customer challenge and high-value negotiation pressure.

  • Detail orientation, assertiveness and ethical commercial conduct.

More than 5 years in change control, claims analysis and baseline management on complex Projects.
