Job Description
The Administrative Office of the Courts is looking for a driven and detail-oriented Business Analyst to join our team and play a key role in supporting the internal systems used by Administrative Office of the Courts (AOC) staff. In this dynamic role, you will help shape technology and business processes by gathering business requirements, performing high-level systems analysis, and contributing to User Acceptance Testing (UAT) that ensure reliable and effective internal applications.
Working under the general guidance of a supervisor in the Court Services Division, you’ll collaborate with a wide network of partners business and technical staff across AOC, other state agencies, technology vendors, and many others. Your work will focus on understanding system user needs and capturing the requirements that drive application development, enhancements, configuration, and testing.
This is an independent, hands-on role where you’ll have room to think critically and make informed decisions. While many tasks follow established procedures, you’ll also encounter situations that call for interpretation, thoughtful problem-solving, and the development of new approaches. Salary: Range 68: 84,984 - $111,504 per year (DOQ).

This position requires you to be in the office at least two (2) days per week.
Some of the duties you will perform are:
- Plan, schedule and lead the management of requirements for complex solutions.
- Elicit business requirements from internal and external subject matter experts.
- Serve as a liaison between stakeholders and technical personnel to ensure that business needs are clearly defined, understood and translated into technical solutions.
- Translate business requirements into user stories, use cases and acceptance criteria.
- Develop and maintain requirements documentation.
- Develop and maintain requirements traceability matrices for requirement management and re-use.
- Analyze requirements for completeness and testability.
- Review test results to confirm that test acceptance criteria have been met.
- Provide consultation to project stakeholders.
- Conduct intensive, in-depth systems analysis for new or enhancements for small to large and highly complex applications and systems.
- Eight (8) years of information technology experience, which includes three (3) years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.
OR
- Associate degree in computer science, information systems or related technical/business discipline and six (6) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.
OR
- Bachelor's degree in computer science, information systems or related technical/business discipline and four (4) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.
OR
- Master's degree in computer science, information systems or related technical/business discipline with one (1) year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.
*Relative IT Experience includes systems and software requirements development and management, software or systems development following the software development lifecycle and project management practices.

- Demonstrates expertise in planning, eliciting, managing, and documenting requirements for complex solutions using established methodologies, tools, and processes.
- Translates business needs into well-defined user stories or use cases, supported by strong analytical skills and clear documentation of findings and recommendations.
- Effectively plans, organizes, and produces accurate, timely work while maintaining focus and managing interruptions efficiently.
- Proficient with Microsoft 365 applications, including Teams, Outlook, Word, OneNote, and PowerPoint, at a level aligned with the role’s technical responsibilities.
- Excels in presentations and interpersonal, written, and oral communication, adapting to both business and technical audiences.
- Possesses strong written communication skills and the ability to collaborate effectively with diverse stakeholders.
