Operations Manager-Asst Project Manager

This position is contingent upon contract award.

JOB OVERVIEW:
Works under the direction of the Project Manager (PM). The Operations Manager-Assistant PM plans, directs, and coordinates activities of the trades personnel in support of the Task Order to ensure the goals or objectives of the project are accomplished within prescribed time frame and funding parameters by performing the following duties personally. Located at Brooke Army Medical Center Joint Base San Antonio/Ft. Sam Houston, TX.
The Operations Manager-Assistant PM will understand and be knowledgeable with TJC and AAAHC codes and standards along with knowledge of NFPA, Life Safety, National Electric Code (NEC), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and other federal and state regulations and codes as they apply.
The Operations Manager-Assistant PM is responsible for assisting the Project Manager with the efficient and effective coordination and execution of the contractual requirements, Financial, Quality Control (QC), safety operations and maintenance, and will act as the Project Manager in his absence.

RESPONSIBILITIES AND DUTIES:
• Intimately familiar with contract and work requirements.
• Intimately familiar with Joint Commission Environment of Care and Life Safety codes and regulations, as they apply.
• Oversees all operations and maintenance functions and small construction renovation work.
• Works with office staff to meet contract requirements.
• Works with subcontractors to ensure work is scheduled and performed correctly and on time per contract requirements.
• Ensures that all safety rules and regulations are followed by all employees and that QC is an integral part of Valiant’s work performance.
• In the absence of the Project Manager, the Operations Manager shall serve as the single representative for all contract questions, disputes and inquires for the contractor and assures the ability to communicate with his/her work force at all times.

• Assist the Project Manager-Contract Administrator with subcontractor performance requirements.
• Shall have sufficient education, training and experience to perform responsibilities.
• Shall have sufficient management and technical experience to provide managers and technicians with proper leadership and training to complete all assigned tasks in a proficient manner.
• Ensure schedule and cost goals are being met daily and that the SOW on this project is completely satisfactorily when Project Manager is absent.
• Ensures that Site Security is in accordance with the primary contract and/or as defined/instructed by the Contracting Officer when Project Manager is absent.
• Controls and manages project milestones and budgets from planning through operations. Reviews project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Reconciles customer concerns assuring that all participating parties are informed of project progress, issues, and impacts, when Project Manager is absent.
• Perform other duties as assigned.

QUALIFICATIONS:
• CHFM certification
• Shall have a minimum of four (4) years’ experience in industrial, commercial or hospital-type facilities planning, maintenance and repair and operation.
• Formal training related to The Joint Commission (Environment of Care/Life Safety Code standards.)
• Working experience with NFPA, EPA, TJC, OSHA codes and standards.
• Proficient in the use of the Facility Module of the Defense Medical Logistics Support System (DMLSS-FM) is a plus, but not required.
EDUCATION REQUIREMENTS:
• High school diploma or equivalent
• The Assistant shall be able to read, write, speak, and understand English.

PHYSICAL REQUIREMENTS:
• Work in a sitting position for 8 or more hours per day.
• Stand, walk, bend and step in industrial environments on a frequent basis.
• Have sufficient vision, either natural or corrected, to identify safety signs, warnings, etc.
• Lift up to 10 pounds on a regular basis and up to 50 pounds as needed.
