About ESTL
The Experimental Systems and Technology Lab (ESTL) is a GovTech engineering team embedded within the Ministry of Education (MOE). We are engineers, user experience designers, and education officers who design and build software that helps MOE transform its systems and services through digitalisation and innovation — work that ultimately serves MOE's mission of moulding the future of our nation. About All Ears
All Ears (AE) is MOE's data-collection platform, purpose-built around how MOE actually works. Since 2022 it has been adopted across 337 schools, where staff have created ~177,000 forms and logged over 11.5 million submissions. It does natively what commercial tools cannot without prohibitive per-seat costs: rostering, identity verification, response tracking, and deep integration with MOE's master data.
AE is now evolving from a forms tool into essential infrastructure, connecting information from the ground (students, parents, teachers) to decision-makers (school leaders, middle managers, HQ), with speed and minimal administrative effort. We win on merit: schools and HQ choose AE because it is genuinely better for their context, not because they are told to.
What you will be working on
As Senior Product Manager for All Ears, you will own the platform end-to-end and define its next chapter. All Ears has established itself across 337 schools and millions of submissions, adopted on merit rather than mandate, and its future direction remains deliberately open. You will be responsible for shaping it: identifying the highest-leverage opportunities, determining what the platform should become, and driving it there. The mandate is broad and ambiguously scoped by design, and you will pursue it at MOE's scale, where every decision compounds across millions of transactions and is felt directly in schools and classrooms.
Your responsibilities
- Own All Ears’ vision and roadmap, taking full ownership of broad, ambiguously-scoped initiatives from discovery through delivery and operations.
- Identify high-impact problems and prioritise with discipline, using data to validate or kill ideas before development — and learn from both wins and misses.
- Be the expert on All Ears’ data: measure key metrics at least quarterly and use them to drive and defend product decisions.
- Ground decisions in user research, customer feedback, and market and competitor review, and mitigate product risks across technical and market dimensions.
- Foster a culture of speed, simplicity, and agility — weighing speed against long-term technical debt — and partner closely with engineers and designers to run disciplined, metric-driven delivery.
- Serve as the key liaison between HQ/business leadership and the product team, coordinating cross-functional collaboration and building alignment across stakeholders.
- Navigate disagreements constructively and challenge existing processes to drive improvement at the team and division level.
- Mentor junior team members and share successes and failures openly, reinforcing a strong learning culture.
What we are looking for
- Bachelor's or Master's degree in Computer Science, Software Engineering, or a related field — or equivalent product experience.
- Proven track record in product management (typically 6+ years), with at least one complex product or platform delivered end-to-end.
- Strong strategic thinking, with the ability to turn ideas into shipped reality.
- Fluency in product discovery (user research, requirement analysis, prototyping), product lifecycle management, Agile/Scrum, stakeholder management, and roadmap planning.
- Strong data sense — comfortable using metrics to drive and defend product decisions.
- Excellent communication, able to translate fluidly between technical and business audiences.
- Experience mentoring or guiding more junior team members.
- A plus: experience with large-scale or high-volume platforms, internal-platform/extensibility models (SDKs/APIs), or the public-sector and education context.
