Reports to the Classification and Compensation Supervisor performing highly complex business analysis work for the Human Resources Division’s HR Programs Sections by planning and coordinating business process analysis and supporting HR information systems such as HR Core, Position Management, Time, Labor, and Benefits, Performance Management, Disciplinary Actions, Profile Management, Talent Acquisition, etc. Plans and coordinates activities related to the delivery of HR data repositories, and HRIS applications. Develops business process design specifications and ensures applications meet departmental needs through collaboration with business specialists, project managers, and management. Works with the Department’s Information Technology Division, consultants, vendors, and other entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties: 

  • Coordinates and prioritizes PeopleSoft HCM enhancements with technical support resources; defines system requirements, submits tickets, reviews functional design documents, coordinates testing with SME and in some cases performing initial testing and requesting test key creation.
  • Reviews and approves/disapproves ITD-UAM HR PeopleSoft access requests, monitors systems access and submits tickets to modify access when needed.
  • Serves on the TxDOT's Data Governance Subcommitee.
  • Creates PeopleSoft public and private queries as requested to include scheduling the queries to be sent to specific recipients on a recurring basis.
  • Serves as the primary contact with ITD and HRD stakeholders to prioritize HRD demands (enhancements).
  • Coordinates review of the CAPPS quarterly attestation spreadsheet with SMEs; ensuring review and assignments and return to ITD by a specific date.
  • Leads and coordinates the Human Resources Information Systems fiscal year end processing activities.
  • Leads the development of project plans for HRIS initiatives, including system upgrades, enterprise data migration, and integration with other HR platforms.
  • Coordinates testing, validating, updating, and enhancing HRIS applications, ensuring alignment with HR business requirements and compliance standards. 
  • Captures, documents, and implements HR functional requirements for system enhancements, ensuring clear communication between HR stakeholders and IT teams, assisting in translating HR requirements into tehnical specifications for HRIS solutions. 
  • Monitors HRIS implementation processes and conducts follow-up for HR meetings to ensure effective participation of HR personnel in analysis and specification development
  • Performs other job responsbilities as assigned. 

Minimum Qualifications: 

Education:

Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 2 years of experience in business analysis, technical system design and testing, or related experience (Experience can be satisfied by full time or prorated part time equivalent) 

  • Preferred: PeopleSoft Human Capital Management Modules (HCM) business analysis and technical system design (Experience can be satisfied by full time or prorated part time equivalent)

Licenses and Certifications: 

Valid driver’s license. This position requires driving a state vehicle. 

Competencies: 

Extensive knowledge of:

  • Methods, processes and tools used in analysis of business processes and for the rapid development of software applications

Considerable knowledge of:

  • PeopleSoft Human Resources Modules design 

Proficient skill in:

  • Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions 
  • Human Resources Information Systems development using analysis, design and documentation methodologies 
  • Maintaining effective working relationships with others

     

 

Physical Requirements and Working Conditions: 

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting-prolonged periods of time
  • Repetitive Motion- substantial movement of the wrists, hands, and/or fingers
  • Close Visual Acuity- work includes data/figures; view a computer screen; extensive reading
