Programme Officer (Transformation initiatives programmes)

About this position:
EMA is creating a Reserve List for a Programme Officer to provide support to transformation programmes, in line with the Agency’s program management methodology.
In this role, you will collaborate closely with the Project Management Specialist and other team members to deliver programmes and projects objectives, coordinate multidisciplinary teams, acting as a key interface between operational workstreams and their key stakeholders. The set of skills required for the position is focused on the coordination of transformation initiatives (process redesign and transformation).
Working in a dynamic environment, the Programme Officer ensures effective coordination between business units, technical teams, external and internal stakeholders, contributing to the successful delivery of projects and programmes targeting established strategic objectives. Such programmes may support the implementation of the division’s digital transformation strategy, data governance or process automation programmes.
In this job you will:
- Facilitate collaboration between business and technology stakeholders (internal and external);
- Contribute to the work of the Data Protection Officer in assuring the implementation of “data protection by design and by default” in the Division’s processes;
- Manage collaboration tools used to structure and track projects or programmes backlogs and deliverables (e.g., ADO, Miro, Microsoft Planner, Microsoft project, etc);
- Coordinate and support multiple projects or initiatives simultaneously;
- Analyse and present information clearly through reports, presentations or dashboards;
- Plan and monitor project tasks, including tracking deliverables, timelines and risks;
- Contribute to the drafting of digital transformation strategies and their implementation plans;
- Coordinate the business analysis activities in preparation of process automation activities;
- Organise and plan ceremonies and program/project events, managing competing priorities;
- Assist Subject Matter Experts (SMEs) in the development of operational dashboards and “applications” to automate workflows and processes.

To be eligible for consideration for this position, you are required to meet the following general and specific eligibility conditions:
General conditions:
- Enjoy full rights as a citizen of a European Union Member State, Iceland, Liechtenstein, or Norway;
- Have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union (at least level B2);
- Have fulfilled any obligations imposed by applicable laws concerning military service.
Specific condition:

A level of education which corresponds to completed university studies of at least three years attested by a diploma that must have been obtained by the closing date of this vacancy notice in fields of : business management, information technology, social sciences, economics and finance, international relations, data science, ‘’Science, Technology, and Innovation” (STI) and other similar areas.
General Condition 1 and Specific Condition 1 will be verified firstly based on the application form and then you will be required to provide documentary evidence at the interview stage. Failure to present these documents may result in the disqualification from the selection procedure.
Only eligible candidates will be assessed by the Selection Committee.

Experience:
- At least 2 years of experience in analysing and mapping business processes, applying process management methodologies to identify opportunities for improvements;
- Experience in using process modelling and prioritisation methodologies;
- Experience in dealing with internal and external stakeholders in a multicultural and multidisciplinary environment.

- Good skills in drafting strategic documents, presentation and deliver them for high-level stakeholders.
