Job Description

About this position:

 

EMA is creating a reserve list for a Programme Officer to provide support to technology innovation programmes, in line with the Agency’s program management methodology.

 

In this role, you will collaborate closely with the Project Management Specialist and other team members to deliver programmes and projects objectives, coordinate multidisciplinary teams, acting as a key interface between operational workstreams and their key stakeholders. The set of skills required for the position is focused on the selection, deployment and integration of new technologies to support the transformation of the Division’s core processes.


Working in a dynamic environment, the Programme Officer ensures effective coordination between business units, technical teams, external and internal stakeholders, contributing to the successful delivery of projects and programmes targeting established strategic objectives. Such programmes may support the implementation of the division’s digital transformation strategy, data governance or process automation programmes.

 

 

In this job you will:

 

  • Facilitate collaboration between business and technology stakeholders (internal and external);
  • Contribute to the work of the Data Protection Officer in assuring the implementation of “data protection by design and by default” in the Division’s processes;
  • Manage collaboration tools used to structure and track projects or programmes backlogs and deliverables (e.g., ADO, Miro, Microsoft Planner, Microsoft project, etc);
  • Coordinate and support multiple projects or initiatives simultaneously;
  • Analyse and present information clearly through reports, presentations or dashboards;
  • Plan and monitor project tasks, including tracking deliverables, timelines and risks;
  • Contribute to the execution of innovative technology selections, in particular in the use of AI and advance data analytics technologies;
  • Draft plans for the adoption of relevant technologies in support of digital transformation strategies;
  • Support teams of developers involved in the implementation of AI, data analytics or automation technologies;
  • Test and develop proof of concepts for technology pilots or demonstrators;
  • Develop and assist Subject Matter Experts (SMEs in the development of operational dashboards and applications to automate internal workflows and processes); 
  • Contribute to the development and maintenance of the Division’s secure environment for workflows automation and the processing of personal data.

To be eligible for consideration for this position, you are required to meet the following general and specific eligibility conditions:

 

General conditions:

  1. Enjoy full rights as a citizen of a European Union Member State, Iceland, Liechtenstein, or Norway;
  2. Have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union (at least level B2);
  3. Have fulfilled any obligations imposed by applicable laws concerning military service.

 

Specific condition: 

  1. A level of education which corresponds to completed university studies of at least three years attested by a diploma that must have been obtained by the closing date of this vacancy notice in fields of : business management, information technology, social sciences, economics and finance, international relations, data science, ‘’Science, Technology, and Innovation” (STI) and other similar areas.

 

General Condition 1 and Specific Condition 1 will be verified firstly based on the application form and then you will be required to provide documentary evidence at the interview stage. Failure to present these documents may result in the disqualification from the selection procedure. 

 

Only eligible candidates will be assessed by the Selection Committee.

 

 

You will also Need:

 

Experience:

  • At least 2 years of experience in data analysis, data management and data visualization;
  • In contributing to the development of technology proof of concepts or demonstrators;
  • In contributing to and managing an innovation pipeline, from idea generation through pilot implementation and evaluation;
  • Experience in dealing with internal and external stakeholders in a multicultural and multidisciplinary environment.

 

Skills and knowledge:

  • Hands on knowledge in managing innovation projects, with the ability to analyse quantitative and qualitative data to track key performance indicators (KPIs) and report on project progress.

These are considered as Nice to Have:

 

 

Experience:

  • In python programming, app development and Azure development environments;
  • In the assessment, selection and deployment of AI models and/or AI open source components.

 

Skills and knowledge:

  • Knowledge of Prince2 and / Agile foundation, SAFe (other equivalent).
