What you will get to do:

Staff Systems Engineer – Life Cycle Cost Team (level 5). This opportunity applies engineering economic analysis to support technical decision-making across the entire system lifecycle, from early concept development through design, production, operations, and sustainment. Cost Engineering represents a unique sub-discipline of Systems Engineering that integrates cost considerations into system architecture, design trades, and lifecycle planning of a program.

This role collaborates with engineering and program teams to develop cost- and value-informed insights that influence system design and execution. This position requires a balance of technical understanding, analytical rigor, and business acumen to ensure engineering decisions are informed by both system performance and lifecycle affordability considerations.  Candidate should have a foundational understanding of Systems Engineering and require knowledge or applied experience in the following analyses: Should-cost, Life Cycle Cost (LCC), Design to Cost (DTC), and Cost Reduction Initiatives (CRI).

For this position, we are especially looking for a technical subject matter expert on Should-cost estimation for aerospace and defense statements of work or analogous commercial program experience.

Key Responsibilities:

  • Should-cost analysis & decision support
  • Lead should-cost engineering analyses efforts for supplier statements of work using tools such as SEER-H, SEER-M, and other similar tools.
  • Perform should-cost analysis by research of analogous products and systems
  • Analyze supplier bills of materials and estimate material and labor cost organically, with minimal supplier data input to be able to challenge supplier-produced estimates.
  • Support Global Supply Chain discussions and negotiations with recommendations for should-costing of supplier statements of work.
  • Perform similar should-cost estimates for hardware produced internally by Northrop Grumman Defense Systems.
  • Cost estimating & modeling (development / production / sustainment)
  • Develop and/or validate cost estimates using appropriate methods (analogous, parametric/CER-based, bottom-up), including data normalization and documentation of assumptions, ground rules, and basis-of-estimate
  • Build, maintain, and improve cost models and estimating relationships; incorporate historical actuals, learning/improvement curves, and technical/production data
  • Collect and synthesize cost inputs from engineering, manufacturing, subcontractors, and vendors; maintain historical cost data for reuse
  • Cross-functional leadership & communication
  • Brief results to program leadership, engineering leadership, proposal teams, and external stakeholders; tailor communication to technical and executive audiences
  • Collaborate with cross-functional teams to ensure analyses are technically sound, traceable, and decision-focused
  • Influence decision-makers to adopt analytically supported recommendations

Basic Qualifications:

  • Bachelor of Science in STEM with 12 years of experience; 10 years of experience with a master’s degree; or 8 years with PhD
  • Must be a U.S Citizen with an active DoD Secret clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation
  • Ability to obtain and maintain Special Program Access (SAP/PAR).
  • 5 years prior knowledge and experience performing should-cost analysis
  • 1 year of Systems Engineering experience required

Preferred Qualifications:

  • Advanced degree, certification, or experience in Systems Engineering
  • Expert knowledge of should-cost analysis techniques and ability to mentor less-experienced engineers on the team in such techniques
  • Working knowledge of systems engineering artifacts (requirements, WBS, architecture trades, interfaces) and ability to connect technical decisions to cost drivers
  • Experience engaging technical SMEs to collect/interpret technical data and quantify cost impacts of new technologies
  • Experience performing or supporting cost-effectiveness, LCC, CAIV, DTC, CRI analyses and/or cost risk assessments across multiple lifecycle phases
  • Experience with DoD Acquisition principles and guides, e.g. MIL-STD 881F, O&S CAPE Guide, DAU Guide on Systems Engineering, etc.
  • Familiarity with at least one of the following IEEE 15288, IEEE 12207 or ITIL frameworks
  • Expert knowledge of cost parametric tools for should-costing such as SEER by Galorath, TruePlanning by Unison, or Aprioi
  • Working knowledge of cost parametric tools such as ACEIT by Tecolote
